Duties

Help

  • Provides substantive management support services in the areas of program cost analysis, annual and multi-year fiscal planning, development of annual and multi-year fiscal planning (e.g. Defense Planning Guidance (DPG), Planning, Programming, Budgeting Execution (PPBE) cycle, etc.), development of annual work plan(s), and/or commercial activity for organization(s) whose operations are interrelated and fairly stable.
  • Formulates strategic plan to support the overall directorate strategic plan and to improve organizational direction and focus using strategic planning tools and techniques.
  • Plans, develops and conduct studies in developing directorate procedures, policies, and techniques.
  • Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.
  • Conducts standard studies for issues or problems of a substantive nature.

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge and skill in the application of Depart of Defense (DoD), Joint and Air Force (AF) management
    engineering principles, concepts, and methodologies and financial management directives, concepts, procedures,
    guidance, and policy.
  2. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and
    resolution issues or problems concerning efficiency and effectiveness of program operations to devise
    organizational structuring options for complex, diverse organizations.
  3. Skill in conducting interviews with supervisors and employees to obtain information about organizational
    missions, functions, and work procedures.
  4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact,
    courtesy, and diplomacy.
  5. Ability to access or locate information through the use of personal computer and software programs.
  6. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive
    problems/issues of effectiveness and efficiency of operations in a major command program.
  7. Ability to plan, organize, and negotiate effectively with management to accept and implement
    recommendations, where proposals involve substantial resources, and require extensive changes in established
    concepts and procedures.
  8. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make
    recommendations to resolve budget/funding problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
