Help

Duties include but not limited to:

  • Provides advanced programmatic and analytical support to the Care in the Community (CITC) Service Line by coordinating, monitoring, and evaluating Community Care operations at the Salt Lake City Health Care System.
  • Applies analysis and program oversight to support Community Care leadership in planning and executing program activities to ensure effective delivery of Community Care services in accordance with national Office of Community Care (OCC) directives, VISN guidance, and VHA policies.
  • Conducts ongoing analysis of Community Care workload, access, utilization, and performance to support operational planning and resource alignment. Develops workload assessments, projections, and operational summaries used by leadership to identify trends, risks, and opportunities for improvement across Community Care programs and services.
  • Monitors the effectiveness and efficiency of Community Care processes and workflows, identifying issues related to access, timeliness, compliance, and coordination of care.
  • Provides data-driven recommendations to leadership for process improvements, corrective actions, and operational enhancements to address identified performance or compliance gaps.
  • Coordinates programmatic activities that support the integration of clinical and administrative functions within the Community Care program. Works collaboratively with clinical staff, clinic managers, and administrative offices to support consistent and compliant application of eligibility requirements, authorization processes, and benefit delivery practices.
  • Provides subject matter expertise related to Community Care operations, policies, and procedures by advising leadership and stakeholders on operational requirements, performance considerations, and program impacts. Participates in audits, reviews, and fact-finding activities requested by the Office of Community Care, VISN, or facility leadership by gathering and analyzing data, preparing responses, and supporting leadership during review processes.
  • Collects, analyzes, and interprets complex data related to Care in the Community (CITC) workload, access, utilization, quality, and financial performance to support program oversight and operational decision-making.
  • Provides analytical support for Community Care operations across multiple Community Based Outpatient Clinics (CBOCs) within the Salt Lake City Health Care System's service area.
  • Provides analytical and programmatic support related to the financial management of Care in the Community (CITC) programs.
  • Serves as a liaison between Community Care leadership, contracting staff, fiscal offices, and clinical stakeholders to support coordination of contracted services.
Other duties as assigned.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09:

  • Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as a subject matter expert on all business office policies and practices to include scheduling, pre-registration, insurance capture, electronic waiting lists, recall lists, Vista Menu and Options and other functions. Creates custom reports using a variety of software programs (Vista, SQL, Excel, and other software programs) in order to provide pertinent information to management. Prepares reports,. Collaborates with the Section/Service Chiefs, CITC Nurse Manager, CITC RCI Nurse Manager, Administrative Officers, Supervisory Medical Support Assistant, and other personnel to oversee outpatient clinical access. Routinely analyzes workload for assigned areas and makes efficiency recommendations to appropriate parties. Creates, analyzes, and uses a variety of reports in order to make recommendations for process improvements. Maintains comprehensive reports on business office metrics and updates leadership regularly. Conducts projects and coordinates activities assigned and initiates projects independently without being directed to do so. Performs weekly audits and monthly site assessments for scheduling and business office compliance for the Care in the Community Service. Preferred experience - Community Care.

Applies analysis and program oversight to support Community Care leadership in planning and executing program activities to ensure effective delivery of Community Care services in accordance with national Office of Community Care (OCC) directives, VISN guidance, and VHA policies. Collects, analyzes, and interprets complex data related to Care in the Community (CITC) workload, access, utilization, quality, and financial performance to support program oversight and operational decision-making. Supports the development and maintenance of compliance, performance, and business integrity monitoring tools used to track Community Care program performance and adherence to national and local requirements. Provides analytical and programmatic support related to the financial management of Care in the Community (CITC) programs. Analyzes financial and workload data to support budget planning, forecasting, and resource alignment activities. Preferred experience - Community Care.
