  • Conduct a continuous review and analysis of Group operations to assure that an acceptable quality and quantity of work is performed and assigned duties are accomplished expeditiously, economically, and efficiently.
  • Direct the day-to- day activities necessary to ensure the successful completion of program management for Medicare or Healthcare Exchange, drug, and health plans, matters through the implementation of national policies and procedures.
  • Make informed recommendations to Group Director and executes final decisions, relating to essential resource allocations, assuring the timely, accurate, and cost-effective execution of work.
  • Build and nurture relationships with CMS headquarters equivalents, in the development of new and revised legislation, policy, regulations, and guidelines.
  • Participate in the creation of national policies, supporting program operations and understanding at the local level across plans, providers, beneficiaries, and other program stakeholders through leadership in national workgroups.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:

1) Managing or directing subordinates in oversight of Medicare Drug and Health Plan or Exchange health plan matters; AND
2) Establishing and maintaining working relationships with internal and external partners (including health officials, community or industry representatives, or government officials) in order to advance organizational initiatives; AND
3) Planning, organizing and directing new program goals and initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
