About the Position: Serves as a Traffic Management Specialist in the ARTRANS G3 Terminal Operations Division with responsibility for the development, implementation, and evaluation of cargo movement viasealift around the world. Responsibilities include a mastery of technical transportation skills applicable to the movement of all classes of cargo to include plans, concepts, principles, readiness, systems, and methodology along with the skills and the ability to communicate effectively.

  • Broad knowledge of transportation management policies and global supply chain management systems, techniques, and procedures.
  • Ability to resolve challenging problems involving diverse organizations, multiple approving authorities and a variety of policies and controls.
  • Understanding the application of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness.
  • Ability to communicate effectively, both orally and in writing to include preparation and presentation of briefings.
  • Knowledge of the processes used to monitor and control the quality of service provided to the DOD by the commercial carrier industry.
  • Completed work is reviewed from an overall standpoint for feasibility, compatibility with other projects, or effectiveness in meeting requirements.
  • Assignments may also include responsibility for developing guidelines for use by traffic managers or specialists at the same or lower levels in the organization.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) coordinating transportation services with partner agencies to meet mission requirements; 2) resolving transportation issues to ensure cargo is delivered on schedule; and 3) processing cargo manifests within defense or global transportation networks to accurately track shipments.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
