Help
  • Planning and directing overall coordination and execution of acquisition requirements for assigned customers.
  • Performing research analysis for the organization to evaluate the procurement activities.
  • Performing a variety of studies concerning procurement matters such as the application and applicability of statutes and regulations as they affect PM program actions.
  • Reviewing contractor selections for validity, past performance and experience, responsiveness, prices and costs.
  • Overseeing the acquisition process for the PM to ensure that acquisitions contain only those requirements that are essential and cost effective.
  • Preforming budget analysis and management of financial programs with particularly high visibility.
  • Representing the PM at pre-negotiation meetings and pre- award surveys.
  • Overseeing a full range of contract administrative functions required for the acquisition program, issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This is a Drug testing designated position, and the incumbent is required to complete a drug test prior to appointment and periodically thereafter DA Form 5019.
  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top Secret (SCI) security clearance or access for the duration of employment.
  • This is a Defense Acquisition Workforce (AWF) position.
  • The employee must meet the DoDI 5000.66 requirements applicable to the Career Category (Contracting) Area and the Career Level Certification (Foundational Career Level Certification or Contracting Professional must be met within three years).

  • Current United States Army Futures Command Combat Capabilities Development Command C5ISR Center employees with competitive status within the local commuting area.
  • Consideration will also be given to Current Army employees with personal competitive status.



In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience equivalent to DE-02/ GS-11 grade level or equivalent pay band in the Federal service that is defined as performing ALL of the following duties: 1) Developing acquisition documentation to include acquisition requirements packages; 2) Evaluating financial reports for acquisition programs; 3) Developing and recommending acquisition strategies for approval; and, 4) Serving as a Contracting Officer's Representative (COR) for multiple acquisitions.

Education

  • This position requires a one year year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.
  • Direct deposit of pay is required.
  • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position is in the DE-03 pay band.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
