  • This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-04 grade level. At the full performance, GS-06, the incumbent will:
  • Perform installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders and regulatory requirement as a guide to access determination for a wide range of unique circumstances.
  • Serve as the initial point of contact for the installation’s various visitors, provides answers to questions, determines whether appropriate need for access exists, and provides assistance as required.
  • Operate and perform research queries on the National Crime Information Center (NCIC) workstation terminal(s) in accordance with federal and state laws.
  • Provide authoritative guidance and information on security regulations and procedures, exercising sound judgment and discretion in response to telephone and in-person security inquiries.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Incumbent must be able to obtain and sustain state certification for operating the National Crime Information Center (NCIC) terminals.
  • Incumbent is expected to maintain a high standard of conduct in accordance with AR 190-56: Individual Reliability Program.
  • This is a Drug Testing Position. Incumbent is required to take a pre-employment drug test and annually/randomly thereafter.
  • Shift work is required. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability. Standard for medical exams are prescribed in AR 190-56 “The Army Civilian Police and Security Guard Program”.
  • Incumbent must successfully complete security guard training.
  • Employee must be trained and maintain current required certifications in Cardiopulmonary Resuscitation (CPR) techniques and must know first aid. May act as a first responder in a medical emergency.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent will be required to maintain physical conditioning and pass an annual physical agility test (PAT). Failure to meet the PAT requirements as outline is Army Regulation 190-56 “The Army Civilian Police and Security Guard Program”.
  • Incumbent must be fully qualified to operate a government vehicle. Must possess and maintain a valid state driver’s license.
  • Must wear the Department of the Army Security Guard (DASG) uniform in accordance with AR 190-56. Must maintain a high state of appearance and hygiene.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • Must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Serve as a member of the installation’s overall security response capability. The duties and training required require for the employee to carry and deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary.
  • Temporary Duty travel (TDY) may be required up to 25%.
  • LAUTENBERG AMENDMENT: Must meet the requirements under the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-04
General and/or Specialized Experience: Six months of general experience which includes following written procedures, rules, or regulations in contacts with co-workers, supervisors, or members of the public to provide a service, respond to inquiries, or obtain information; AND six months of specialized experience which includes protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-03. (Note: Successful completion of training in an accredited technical school that covered subjects such as physical security procedures, local laws, or investigative techniques is considered qualifying for specialized experience on a month-for-month basis.)

Education: Two years of education above the high school level in an accredited college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.

GS-05
Specialized Experience: One year of specialized experience which includes controlling access to a facility; search various types of vehicles; verify identification; perform traffic control duties; operate radios to pass and receive information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-04.

GS-06
Specialized Experience: One year of specialized experience which includes 1) enforcing security regulations to protect facilities and personnel; 2) preventing security violations, and 3) experience such as work with Federal, State, municipal, local, or private protective organization that involved the protection against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-05.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-05 and GS-06 grade levels, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted at the GS-05 and GS-06 grade levels.
