Duties

1. Serves as a principal advisor to the CFMO regarding resource management. Initiates, administers, and executes necessary actions for CFMO programs. Ensures regulatory and procedural compliance with the Master Cooperative Agreement (MCA), and other Federal, state, and local regulations. Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved. Serves as a member of the Program Budget Advisory Committee (PBAC). Maintains liaison with Federal, state and local budget activities and conducts multi-level coordination with, but not limited to, USPFO, NGB, state, Federal, local, and private officials. Develops and oversees the real property operations and maintenance cost reimbursement program and ensures that services provided to non-ARNG entities are recovered and accounted for. (30%)

2. Oversees and performs program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Coordinates project funding and approves special project funding requests. Ensures identification of budget requirements and approves final submissions of financial plans and budget requests. Develops standard operating procedures for use of operating funds to ensure propriety of expenditures and funding obligations. Compiles fiscal funding reports; and advises the CFMO, applicable USPFO personnel/specialists, and state personnel of funding status and projected funding availability via briefings and/or written updates. Acts as the central point of contact for funds accounting among the State, USPFO, and other funding entities. (30%)

3. Provides expert guidance in the development and preparation of budget submissions, execution and closeout. Evaluates and validates budget proposals. Reviews, edits and consolidates annual and multi-year budgets and proposals for programs into consolidated budget submissions, grants proposals and other funding requests, ensuring that data in requests are formally and accurately documented. (15%)

4. Analyzes and interprets historical information and determines cost-factors for negotiated agreements. Provides technical advice, reviews final drafts prior to execution, and manages financial execution of negotiated agreements. Provides managerial accounting data to the CFMO and branch personnel to assist in the identification of cost trends that may have extreme positive and negative impacts upon the state's facilities' funding situation. (15%)

5. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. (10%)

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership. GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for:

  • Skill in collecting and analyzing data effectively, efficiently, and accurately;

  • Skill in applying procedures and directives by reading and interpreting program material;

  • Skill in presenting formal training presentations and briefings;

  • Ability to prepare reports and presentation formats.

SPECIALIZED EXPERIENCE: All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.

KNOWLEDGE REQUIRED BY THE POSITION
-- A comprehensive knowledge of planning, programming, budgeting, and executing regulations (DOD, DA, NGB, state, local and other federal), guidelines, and processes. A thorough knowledge of execution of NGB and state programs to ensure statutes are adhered to and goals are met.

-- A comprehensive knowledge of NGB and state goals, objectives, and priorities to ensure mission accomplishment.

-- A comprehensive knowledge of budgeting and program methods and procedures to execute multiple budgets.

-- A comprehensive knowledge and skill in the identification, analysis, and resolution of a range of budgetary problems associated with program execution. Funds and goals are subject to changing demands that require reprogramming throughout the fiscal year.

-- Ability to apply analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendations for improvement.

-- A thorough knowledge of the format and composition of financial documentation to support all budget processes.

-- A thorough knowledge of the authorization and appropriation public laws governing the multiple ARNG and state program appropriations.

-- Knowledge of state and Federal accounting systems in order to appropriately administer CFMO programs.

-- A working knowledge of accounting principles and procedures to effectively execute Federal and State programs.

-- Knowledge of present and future state ARNG force structure.

-- A working knowledge of automation and various applicable software programs,

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. Apply the education requirement for qualification using the Office of Personnel Management Group Coverage Qualification Standard for Administrative and Management Positions.
