Summary

The Administrative Officer position is in the Nursing Mental Health Department for the Phoenix VA Health Care System (PVAHCS) at the full performance level, reporting directly to the Chief of Nursing Mental Health. The role is responsible for the coordination and monitoring of all the departments administrative programs. The AO applies analytical and evaluative skills; along with, specialized principles and practices of management to advise, collaborate, and carry out assigned responsibilities.

Help

Duties include but are not limited to:

  • Oversees and facilitates the administrative management for Nursing Mental Health.
  • Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters, in addition to tracking and supporting clinical directives.
  • Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the service.
  • Serves as primary point of contact for office visits with vendors and other VA services.
  • Designs and implements policies, and procedures to manage administrative and personnel related functions.
  • Participates in regular meetings with leadership and other senior level staff to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs.
  • Responsible for generating reports, aggregating data, and presenting information in committees, meetings, or board presentations.
  • Takes a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA.
  • Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives.
  • Performs quality management activities, which are designed to improve quality of transaction procession, customer service activities or other procedures.
  • Oversees the monitoring of multiple Mental Health programs, including, but not limited to, Committee or Board requirements, Post Discharge Engagement, Rapid Improvement efforts, Suicide Prevention, Behavioral Health Restraint data, Mental Health Environment of Care, Substance Abuse Program process improvement efforts, Transcranial Magnetic Stimulation, new clinic and program expansion and implementation, as well strategic alignment, and goal setting.
  • Participates in the planning for budgeting needs and financial management for the Nursing Mental Health Department.
  • Reviews financial reports and resolves discrepancies with the appropriate accounting office.
  • Acts in a confidential capacity and exercises discretion in handling and coordinating sensitive information on behalf of the of the Nursing Mental Health Department and other management officials.
  • Serves as the primary digital platform author for the department.
  • Aids in the management of procurement for the Nursing Mental Health Departmen acting as a Contracting Officers Representative (COR) for equipment and service procurements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position.

The quality ranking factor for this position is: Experience supporting administrative functions within a healthcare or behavioral health environment, including familiarity with clinical workflows, regulatory expectations, or multidisciplinary team operations.

*Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative support or coordination activities such as developing office procedures, organizing workflow, or supporting day-to-day program operations. Supporting budget or financial functions by tracking expenditures, compiling financial data, monitoring fund usage, or assisting with routine budget execution tasks. Carrying out human resources related administrative functions including maintaining personnel records, tracking requirements, assisting with staffing needs, or applying HR policies and procedures. Communicating information through written and verbal formats, such as preparing reports, explaining procedures, updating information platforms, or coordinating information across offices. Knowledge of office management systems, workflow processes, and administrative tools to optimize efficiency and support operational effectiveness. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Preferred: Completion of a bachelor's degree in Business Administration, Public Administration, Health Administration, or a closely related field.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary in nature. There are occasions when the incumbent will be required to walk to different areas of the facility while performing their duties.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
