The position is located at the Robert J. Dole VA Medical Center in the Community Care Department (CCD). The Robert J. Dole VA Medical Center includes the main medical center in Wichita, Kansas, and various Community-Based Outpatient Clinics (CBOCs) that serve Veterans throughout the region. The CCD's core mission is to ensure timely referrals and authorizations for Community Care (CC) to eligible Veterans in accordance with federal laws and Department of Veterans Affairs' policies and procedures.

The department is responsible for coordinating a substantial number of CC referrals each year. CCD also provides guidance and support related to CC to VA staff, non-VA care providers, Veterans, and other stakeholders. Special programs overseen by the CC Department include Inter-facility Consults (IFC), Traveling Veteran Coordination, Geriatric and Extended Care, and Noninstitutional Care. The position provides strategic programmatic data gathering, detailed analysis, guidance, and high-level support for healthcare management to the department, facility, network and Integrated Veteran Care. Makes operational decisions independently for the department based on best practices. Works collaboratively with both clinical and administrative staff, covering all specialties of care in managing the CC Program and related projects/applications. The incumbent reports to the Chief, CC.

Duties include but are not limited to the following;

  • Provides comprehensive leadership and management for CC programs, overseeing the planning, coordination, implementation, and evaluation of all related projects and initiatives.
  • Directs the effective use of CCD resources, lead process improvements, and ensure alignment with VHA directives, the VA MISSION Act, PACT Act, COMPACT Act, and other regulations.
  • Acting as a senior advisor and subject matter expert, they develop and revise policies, guide and implement operational strategies, and coordinate community-based healthcare delivery.
  • Serves as the primary point of contact for CC processes related to the VA's Electronic Health
    Record (EHR).
  • Ensures all staff are trained on system updates, provide high-level troubleshooting for referral and consult management functions, and collaborate with VA staff and EHR vendor partners on modernization and data migration efforts.
  • Applies feedback from users to refine and improve CC EHR-related workflows and efficiency.
  • Collects, monitors, and analyzes data related to all consults received by CC.
  • Performs comprehensive demand and capacity analyses, identify trends in wait times, administrative errors, and aging consult activity, and develop corrective action plans to ensure timely, efficient service delivery.
  • Responsibilities include conducting fact-finding analyses on costs, consults, visits,
    eligibility, and other managerial concerns, using findings to identify issues and recommend
    solutions to CC leadership, the Chief of Staff, and VISN 15 CC.
  • Exercises independent judgment in determining data sources, collection methods, analytical
    techniques, and presentation of findings.
  • Utilizes multiple local and national data tools-including FEHR, EPS, VistA, VSSC, Pyramid, Power BI, Wellhive, BISL, Palantir, CURES, SharePoint and Optum-to gather, interpret, and visualize information related to key performance metrics such as pending, active, and scheduled consults.
  • Analyses support identification of performance gaps, process inefficiencies, and best practices to improve timeliness and quality of care for Veterans referred to community providers.
  • Serves as the senior leader responsible for directing, coordinating, and overseeing the work of subordinate supervisors and staff within VA CC operations. This includes two Supervisory Medical Support Assistants (GS-08), three Lead Advanced Medical Support Assistants (AMSAs), and all AMSAs under their supervision. Plans, organizes, and reviews work activities to ensure alignment with organizational policies, procedures, and directives from higher-level management.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Specialized Experience includes, but is not limited to the following:
  • Providing assistance in the oversight, management, and/or coordination of a health care program and/or services;
  • Performing personnel management and administration responsibilities for an organization with varied functions and activities;
  • Managing and coordinates online communication tools such as internal SharePoint websites and other related informational tools;
  • Applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, tracking costs/budget, etc.
  • Establishing and maintaining effective working relationships at all levels of key management officials and charitable organizations/sponsors, applying tact, ingenuity, and resourcefulness.

OR,
  • Education: To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds, may be required. Fieldwork may involve travel to designated VHA training sites.
