Duties

Help

  • International space-related subject matter expert (SME) responsible for planning, organizing, and executing the activities in support of the Regional Branch Chief.
  • Directs and orchestrates the formulation, integration, coordination, and implementation of the Regional Branch Chief's vision and intent.
  • Technical advisor to the Regional Branch Chief, the Division Chief, and USSPACECOM J5 on policy, strategy, and strategic engagement development for analysis applicable to regional integration mission areas assigned to USSPACECOM.
  • Participates in command contingency planning operations, experiments, exercises, and wargames supporting joint planning at USSPACECOM and other combatant commands.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.
  • Travel and relocation expenses will be paid in accordance with JFTR
  • Subject to Temporary Duty Assignment (TDY): Approximately 90 days per year

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing.
  • Incumbent is subject to irregular work hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
  • This is a Temporary position NTE 21 Mar 2029. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade broadband NH II, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes specialized experience is described as: expert knowledge of NAVWAR and PNT applications to operations, with a basic understanding of the Electro-Magnetic Spectrum (EMS), Electro-Magnetic Interference (EMI), Electronic Attack (EA), Electronic Support (ES), and Electronic Protect (EP). Ability to analyze an operational environment and apply NAVWAR knowledge to current, future, and contingency operations to develop and present operationally-relevant options and solutions for Combatant commands (CCMDs), CCMD Components, Servies and Allies. Takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely, efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promotes commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery knowledge of USSPACECOM and region plans, policies, strategies including military and civil operations, regulations, practices, procedures, resources, information processes, space systems (on orbit and terrestrial), and architectures as it relates to the space domain.
  • Comprehensive knowledge of assigned subject matter area operations concepts, employment, tactics, techniques and procedures in order to develop, analyze, select and implement recommendations that relate to campaign and contingency planning on behalf of USSPACECOM.
  • In-depth knowledge of diverse portfolio of other mission areas assigned to USSPACECOM, with an emphasis on the primary lines of operations and the joint enabling functions. Comprehensive knowledge of the military joint planning process.
  • Ability to plan, organize, and execute region integration functions, while keeping the Regional Branch Chief, Division Chief, and USSPACECOM J5 apprised of region integration efforts and engagements.
  • Skill in organizing and leading study teams tasked to originate new ideas, projects and methodologies and consultative skill to provide thorough advice and input to Command on globally integrated plans, and exercises.
  • Ability to plan, coordinate, and collaborate amongst multiple DoD, Civil Agencies, and international organizations, at all echelons, to meet program requirements and objectives within available resources. Ability to effectively communicate orally, in writing, and graphically. Ability to use office automation applications as well as archive products on the USSPACECOM SharePoint site and develop post engagement products (lessons learned, after action reviews, trip reports, etc.). Understand and effectively implement record management policies and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
