Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:

  • Plans, directs and coordinates a wide variety of studies, projects, and tasking from higher authority.
  • Assimilates data and coordinates reports provided to outside organizations such as OSW, GAO, and Congress.
  • Analyze and Advise on Missile Defense System schedules.
  • Conducts schedule analysis of proposed changes to the MDS baseline configurations throughout the change management process.
  • Enhance integration of the MDS-level baselines, plans, and activity to ensure MDS schedule milestones and improvements support an integrated defense and meet deliverables on the schedule baselines including processes, acquisition, training and application of automated tools.
  • Identifies MDS-level program integration issues and assesses impacts to schedule, and facilitates the input and update of program element's schedule information in support of MDS schedule update process.
  • Participates in integrated product teams and working groups to analyze complex MDS scheduling issues and provides senior leadership with courses of action to resolve the issue.
  • Deploys scheduling tools and products that promote and improve standardization, collaboration, and scheduling competencies across the agency.
  • Provides quantitative and qualitative analysis to senior leaders to identify and resolve programmatic issues and obstacles to achieving MDS integration and ensuring incremental delivery of MDS capability to the Warfighter.
  • Assisting leadership in coordinating and identifying near-term and long-term program requirements to ensure that Missile Defense System Programs meet mission objectives.
  • Assist with the execution of inter-agency acquisitions as required with Other Government Agencies and support the review of services.

  • This is an acquisition position coded Practitioner Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position
  • Incumbent must acquire 80 Continuous Learning Points every 24 months

Qualifications

You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:

  • Scheduling using presentation software programs (e.g. MS Project, Primavera, Open Plan, Milestones Professional) in order to examine and analyze complex weapon system program scheduling.
  • Utilizing Program cost, schedule performance, and risk experience to mitigate issues for the input and update of agency program element's schedule information.
  • Interpreting policies, regulations, and precedents to analyze and resolve programmatic issues, involving risk, cost, schedule and performance with a proactive and creative approach to problem solving and development of innovative solutions.,
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner in Program Management. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.


  • DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Program Management, Practitioner certification. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
