This position serves as a Pharmacy Supervisor in a VISN Clinical Contact Center (CCC) as part of an interdisciplinary healthcare team. The Pharmacy Supervisor is responsible for providing and coordinating optimal pharmaceutical care activities in the VISN CCC. The employee functions as a supervisor in coordinating and/or directing the activities of pharmacists, pharmacy technicians, and other staff.

Help

The Pharmacy Supervisor is accountable to the CCC Pharmacy Chief or other immediate supervisor who provides the administrative oversight, work assignment, management of time and leave and completion of all aspects of the performance evaluation. Projects will be both self-initiated and assigned with additional assignments issued as workload dictates, with overall goals and objectives being communicated by the incumbents designated supervisor. The technician supervisor works collaboratively with all levels of VA leadership and services within and outside of the VHA and VISN as well as non-VA health care entities which provide care to patients. During non-administrative tours, a designated administrative official provides general employee guidance and documents relevant issues for referral and review by the appropriate supervisor.

Administration/Supervisory:

  1. Manages the day-to-day operations of the VISN CCC Pharmacy Service and serves as the immediate supervisor for the pharmacists and pharmacy technician supervisors.
  2. Resolves personnel matters dealing with employees and union representatives in regard to employee- management concerns.
  3. Approves or denies leave requests for the VISN CCC pharmacists and pharmacy technician supervisors based on workload needs. This includes the addition of new tours of duty as needed.
  4. Completes performance evaluations, recommendations for awards, and/or disciplinary actions for the VISN CCC Pharmacy Service staff and makes recommendations to the VISN CCC Pharmacy Chief or designee, when appropriate.
  5. Acts as a liaison and point of contact between the VISN CCC Pharmacy Service and the facilities serviced.
  6. Participates in the development and revision of VISN CCC Pharmacy Service policies, procedures, and training.
  7. Responds to elevated patient inquiries, as needed, and ensures that customer satisfaction is achieved.
  8. Prepares reports and documentation upon request from the VISN, VISN CCC Board of Directors or appropriate governance structure.
  9. Arranges continuous improvement huddles for pharmacy staff as a means of communication and process improvement.
  10. Serves as a backup with respect to any duties normally performed by GS-12 VISN CCC pharmacists.
Education/Training:
  1. Participates in meetings, conferences, and training programs relevant to the development and maintenance of the VISN CCC Pharmacy Service.
  2. Promotes employee professional development through continuing education programs. Works with the VISN CCC Pharmacy Service Chief to identify and plan relevant staff related development and educational programs. Assists in preparing and coordinating new employees' on-boarding experience.
  3. Responsible for implementing, documenting training, and expanding capabilities of all VISN CCC Pharmacy Service staff.
  4. Serves as a preceptor for pharmacy students and/or pharmacy residents.

Work Schedule: CCC is open a 365-day 24/7, 80 hours per pay period. Work schedules will be determined based on staffing needs and may require rotating shifts. Holidays and weekend work are required.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT).
  • Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
  • English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-13 Pharmacist (Pharmacy Supervisor)

Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.

Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.

Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs.

Preferred Experience:
  • 5+ years of Outpatient Pharmacy experience
  • 3+ years of Clinical Contact Center experience
  • 3+ years of Supervisory experience
Physical Requirements: Use of fingers and both hands required. Walk (up to 1 hours); light carrying (up to 10 Ibs). Near vision correctable at 13' to 16'; hearing (aid permitted).
