Summary

About the Position: Serves as the Facilities Specialist and primary point of contact with responsibility for all facilities, lands, and building management functions of the Fountain City Service Base and the Lock & Dam 5A storage building and grounds. The secondary focus of this position is oversight of fleet management activities. Performs duties which include surveillance and coordination of the maintenance of physical facilities, infrastructure, utilities, and grounds.

Duties

Help
  • Responsible for all functions related to facility and lands management for nine buildings, one building with office space, storage, and grounds, to include building operation and maintenance services.
  • Assists planning efforts for future facility needs within the Mississippi River Project Complex.
  • Conducts analysis of current facilities through reviews of records and physical inspections to collect information to prepare and maintain an up-to-date inventory of existing facilities.
  • Participates with project program managers in preparing scopes of work to be contracted, plans and specifications for performance of work, estimates of time, materials, equipment, and costs, etc.
  • Assists the Maintenance and Repair and Dredge Goetz crews with crane activities such as but not limited to rigging, signalman and maintenance of the crane located at the Fountain City Service Base.
  • Performs all phases of operational maintenance work, including troubleshooting, installation, and testing of conventional components, and adapting or redesigning such components to accomplish the organization's communications mission.

  • Appointment may be subject to a suitability or fitness determination, as determined by a complete background investigation.
  • Requires the completion of a pre-employment Physical Examination and an annual exam thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency situations (natural or man-made disaster) you are required to report to work or remain at work to support mission operations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of duty time.
  • This position is subject to pre-employment screening, and random drug testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires incumbent must obtain a Class A Commercial Driver's License (CDL) within one year after appointment and maintain this license.

In order to qualify, you must meet the education or experience or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
One year of specialized experience which includes 1) Conducting analysis of current facilities through reviews of records and physical inspections to collect information such as condition, capacity, current utilization, and other pertinent information to prepare and maintain an up-to-date inventory of existing facilities; 2) Performing routine maintenance for the buildings and grounds to include electrical, mechanical, painting, plumbing, safety, cleaning, snow removal, grading and other various tasks; 3) Reviewing the work of contract personnel to assure work sequence, procedures, and deadlines are met; and 4) Compiling, preparing, and presenting a variety of recurring and special reports, summaries, and briefing aides for program reviews and staff meetings. (Must meet 3 out of 4). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
