About the Position: This position is part of the Reemployed Annuitants Cadre, in support of the Federal Emergency Management Agency (FEMA). On an as-needed basis, employees occupying these positions provide emergency support to disaster-stricken areas throughout the United States.

This is a temporary appointment not to exceed 1-year. At management's discretion, the appointment may be extended for up to a maximum of 3-years or converted to a term appointment for up to a maximum of 6-years.

Duties

Help
  • Perform inspection, troubleshooting, maintenance, overhaul, and repair of diesel and gasoline powered generators, electrical power systems, and related equipment to ensure operational readiness and reliable power support.
  • Diagnose mechanical and electrical malfunctions using schematics, technical manuals, testing instruments, and specialized tools to determine corrective actions and repair requirements.
  • Maintain, repair, and install electrical distribution systems and components, including high-voltage equipment, control panels, switches, relays, transformers, and associated electrical devices.
  • Operate power generation equipment, transfer loads, perform preventive maintenance, and conduct functional testing to support emergency operations and sustain mission requirements.
  • Provide emergency response support in disaster environments, working extended hours and under austere conditions while following safety procedures and using appropriate protective equipment.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an intermittent position.
  • This is a temporary position NTE 1 year.
  • Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US. Employees must be prepared to live and work in extremely austere conditions
  • Work schedule will initially be arduous, with extensive overtime.
  • Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
  • Work may entail extended work shift of 12-16 hours a day.
  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
  • Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
  • Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
  • Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
  • Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
  • Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Powered Support Systems Mechanic without more than normal supervision. Perform common work of the position including conducting routine maintenance and inspections; assisting with troubleshooting and repairs of generators and electrical systems; replacing standard components; using common testing equipment; and following established procedures and technical instructions. - Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Effort: Position requires frequent bending, reaching, crouching, standing, and repetitive arm movement. Duties may be performed in confined spaces or awkward positions. Employees regularly lift and carry items weighing up to 40 pounds and may move heavier materials with assistance from lifting devices, equipment, or coworkers.

Working Conditions: Work is performed in both indoor and outdoor settings. Employees may be exposed to varying temperatures, drafts, loud noise, inclement weather conditions, rain, snow, and wet or icy surfaces. Duties may involve exposure to dust, heat, fumes, and uneven or damp working surfaces.
