You will serve as an IT SPECIALIST (INFOSEC) in the COMBAT SYSTEMS ACQUISITION DIVISION, USW COMBAT SYSTEMS DEPARTMENT, COMBAT SYSTEMS INTEGRATION & TEST BRANCH of NAVUNSEAWARCENDIV NEWPORT RI.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

Help
  • You will be responsible for software integration of Submarine Tactical Combat Control Systems and other tactical equipment/systems.
  • You will be a tester, analyst and certifying agent; and will assess real tactical data and system performance as it applies to new and existing systems
  • You will be responsible for performing and evaluating accuracy of contractor installation procedures, execution of test procedures and providing status reports and assessments of the system to test engineers and scientists.
  • You will lead various planning activities to ensure compatibility among various asynchronous system upgrades, both with respect to technical and schedule impacts.
  • You will ensure electrical devices and systems and their equipment and components function safely, reliability, efficiently and economically.
  • You will lead team members in identifying project risks and associated mitigation plans.
  • You will review and analyze system requirement specification and technical design review packages and provide subject matter expert comments and updates.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

TO QUALIFY FOR NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Information Technology (IT) security principles to monitor and evaluate systems compliance with cybersecurity requirements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying Information Technology (IT) security principles to ensure the confidentiality, integrity and availability of systems, networks, or data. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:

  • A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR
  • Three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
There are no authorized education substitutions to qualify for this position at the NT-5 grade level.

The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $156,715).


This position is covered by the Department of Defense Priority Placement Program.
