The United States Space Force (USSF) at Los Angeles Air Force Base, El Segundo CA is searching for a Programs Division Chief to support S5/8 (NH-0501-04, GS-14/15 Equivalent).

Description:
Space Systems Command (SSC) is the USSF field command responsible for developing, acquiring, fielding, and sustaining our Nation's next-generation space capabilities. As Division Chief for Programs, you will have a lead role in shaping our FLDCOM's Investment Portfolio, ensuring all SSC Program Offices have the budget to deliver capability at speed and scale. You will have the opportunity to work across all Mission Areas (Missile Warning, SATCOM, PNT, Combat Power, SDA, Launch, etc.), as well as partner with other USSF organizations (CFC, STARCOM, Space RCO, etc.) to address the Service's most critical budget problems. As Division Chief, you will lead a team of subject matter experts (Military, Civilian, and Contractor) to deliver first-class decision support to senior SSC and USSF leadership. This unique, challenging, and rewarding role is critical to SSC's future success!

Ideal Candidate:
In-depth knowledge of Space System Command (SSC) mission areas, financial management, portfolio management, and acquisition. The candidate must have the ability to understand complex problems and propose solutions to SSC leadership; complex problems will vary in nature, including but not limited to acquisition, budget, systems engineering, and warfighter requirements. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including HQ-level representatives.


Key Skills and Abilities:
1. In-depth knowledge of program planning, budget and financial management cycles and policies.
2. Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies.
3. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
4. Ability to negotiate resolution of complex budget and financial execution issues.
5. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
6. Ability to executive complex projects and/or studies within established time constraints.
7. Ability to communicate effectively orally and in writing.
8. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
9. Ability to advise senior leaders, Program Element Monitors and field-level representatives.
10. In-depth knowledge of Congress and Public Affairs.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is not authorized.
  • Subject to Temporary Duty Assignment (TDY): 15 days a year.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
