Duties

Help
  • You will act as the ACQUISITION LEAD for the DDG MODERNIZATION 2.0 Program.
  • You will serve as the principal advisor and recognized subject matter expert for Major Defense Acquisition Program-equivalent Adaptive Acquisition Framework requirements.
  • You will serve as a direct liaison to multiple stakeholder organizations across Congressional interest, DoD, Navy, and Industry, both internally and externally, to align priorities and requirements in support of acquisition and contracting plans.
  • You will provide overall management of acquisition review processes, lead development and strategic planning for all acquisition documentation, milestone reviews / program engagements, and all acquisition reporting requirements.
  • You will liaison with service-wide requirements officers, financial and budget analysts in support of program Planning, Programming, Budgeting and Execution.
  • You will lead development and evolution of the program independent cost estimates to inform acquisition documentation and annual budget submissions.
  • You will support comprehensive industrial base assessments considering impacts of surface Fleet schedules, modernization plans and acquisition strategies.
  • You will develop, coordinate, and execute all contracting related milestones, documentation, communications and solicitation requirements.
  • You will support industry engagements, competitive assessments, evaluate opportunities to align objectives across the surface ship modernization portfolio, and conduct market research.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This DAWIA position requires a Program Management, Advanced acquisition certification. The incumbent has 48 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66.
  • You will be required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the NH-03 pay band (GS-13 equivalency) in the federal service or equivalent experience in the private or public sector applying advanced knowledge of the Adaptive Acquisition Framework, management tools, analytical techniques, and organizational principles to support managing highly complex defense programs for a ship, submarine, carrier, ship system or weapon system.

This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project, which is an alternate personnel system. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15.

This position is covered by the Department of Defense Priority Placement Program.
