Summary:
The purpose of this position is to serve as the academic advisor, providing continuity planning, directing, organizing, and exercising control over the entire curriculum for the Total Force Air Force Chaplain Corps College. This member will execute the Course Design, Curriculum Development, Research, Institutional Effectiveness, provide faculty professional development and In-Service Training. Additionally, the incumbent will be conversant in the current Learning Management System (LMS) and provide oversight and expertise in selection of future LMS capabilities for the Air Force Chaplain Corps College

Duties:
1. Serves as Academic Advisor and Director of Curriculum..

2. Conducts Scholarly Research.

3. Faculty Professional Development Program Administrator.

4. Institutional Effectiveness Analyst. Serves as subject matter expert on developing metric and analytical tools to assess efficiency and effectiveness of AFCCC education.

5. Represents the Eaker Center and AFCCC at a variety of installation and functional area organizations.

  • Must meet positive education requirements specified in the OPM qualification standards. A master’s degree in adult education is highly desired and/or a doctorate in adult education is highly desired

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions Group Standard, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.

*Basic Requirement for GS-1750-12 INSTRUCTIONAL SYSTEMS SPECIALIST: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Expert knowledge of a wide range of professional concepts, principles, methods, techniques, and practices of one or more specialties of the instructional systems field as well of learning theory, gained through extended study and experience. 2) Knowledge of a wide variety of instructional development methods sufficient to conduct complex analysis of multiple occupational areas and/or specialties to determine the requirements for revision of existing instructional systems or development of new training programs. 3) Knowledge of an extensive variety of instructional program planning methods and techniques sufficient to plan total support, i.e., personnel, equipment, facilities, budget, and other resource requirements for multiple specialty areas and/or career fields. Note: You MUST submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of education relating to a broad range of disciplines of the Chaplain Corps functional related areas, i.e. religion, ethics, adult education, leadership, communication, counseling, etc.

2. Knowledge very comprehensive about educational institutional effectiveness, accreditation, scholarly research/inquiry, and academic program outcomes processes and procedures, Instructional Systems Development (ISD) process, and its application in course and curriculum development to include incorporating educational technology for the design and delivery of instruction.

3. Skill that is demonstrated in constructing and validating assessment instruments and applying qualitative and quantitative methods and techniques to assess educational programs and processes to determine the level and extent of student learning and performance, to assess educational processes and program effectiveness, and to ensure compliance with accreditation and higher headquarters directives.

4. Ability to plan, organize, and direct the overall functions, operations, and delivery of an entire course of instruction via resident, online, blended learning, virtual reality, distance learning and mobile courses.

5. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues and situations across echelons (or equivalent); to achieve common goals within a resource-constrained environment; and recommend solutions in a logical, cohesive format after carefully analyzing problems and calculating risks.

6. Ability at the mastery level to communicate effectively, both orally and in writing, deliver well thought out instructions; work harmoniously, and maintain professional relationships with military and civilian scholars and researchers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
