THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.

The primary purpose of the SUPERVISORY IT SPECIALIST (NETWORK), GS-2210-12, is to supervise, direct and manage employees who provide technical and administrative support to customers in a wide variety of areas to include information technology systems, telecommunications systems management, training management, personnel management (to include travel system and others), and information management.

  • Ensures the proper use, management, and training of all supervised personnel, consisting of multiple technical disciplines. Provides training and orientation. Ensures new employees are briefed in their duties and responsibilities. Establishes work performance standards and discusses and assigns annual performance evaluations. Initiates disciplinary actions, promotion actions and step increases. Recommends awards and approves leave. Manages overall personnel program within the section.
  • Directs the planning, engineering, testing, evaluation, modification, security and reporting of the full range of C-E (Communications-Electronics) equipment and systems assigned. Maintains current information on system/equipment status, modifications, and related matters through on-site visits and use of unit support functions in order to analyze and report the organizations mission support posture.
  • Maintains an automated/manual trouble log to ensure troubles or dissatisfaction of customers are corrected and resolved. Develops technical solutions to support equipment installation. Directs, recommends, and implements remedial actions to correct problems or deficiencies.
  • Maintains constant coordination between workgroups inside and outside of the unit, because complexity, cost, and uniqueness of the work involved require considerable planning and coordination. Works to bring many resources together in a timed and coordinated sequence to accomplish projects in a timely and efficient manner. Considers and advises all participants (internal and external), suppliers, and contractors of changes and coordinates changes to reprogram or reschedule intended projects to meet mission requirements.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

SUPERVISORY IT SPECIALIST (NETWORK), GS-2210-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: approaching techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.

As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.
