The primary purpose of this position, SECURITY SPECIALIST, GS-0080-12, is to serve as a lead Security Specialist and security advisor and to provide oversight and management of multiple security disciplines (information, personnel, physical, computer, operations and communications security) following all requirements for advanced and Special Access Programs (SAP).

  • A pre-employment physical examination will be required.
  • The employee may be required to frequently travel away from the normal duty station on military or commercial aircraft to perform temporary duty assignments in austere or dangerous environments.
  • All work for this position is conducted in a SAP facility involving SAP information. At the time of hiring, the incumbent must hold at least a Secret security clearance in order to be considered eligible for access to SAPs.
  • This position requires the ability to perform physically arduous work such as possibly climbing onto false ceilings and crawling under false floors during the physical examination of secure facilities.
  • On occasion, the employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. The employee may be required to carry a phone.
  • Considerable knowledge and experience in physical and information security is highly desirable. Specific knowledge and experience with SAP and SCI security procedures is also highly desirable.
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
  • Must complete initial online questionnaire and additional assessment(s).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience: interpreting policy originating from higher organization levels and implementing instructions, providing authoritative interpretations and guidance to management officials and other security personnel and for resolving issues involving conflicting security requirements from multiple nations; responding to requests for physical, information and personnel security guidance or assistance, identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply to their solutions; and independently use security principles, concepts, and methodologies to review, independently analyze, and resolve difficult and complex security problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Substantive knowledge of the safety and security procedures, practices, and guidelines within various SAP security disciplines such as computer, communications, industrial, information, physical, and personnel to effectively plan and implement security programs in these areas.
2. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization.
3. Substantive knowledge of the security clearance adjudication process such as requesting a security clearance investigation, potentially disqualifying information, confidentiality agreements, and the various forms utilized.
4. Knowledge and application efficiency of one or more automated databases and software applications associated with a specific security function to recognize, locate, and insert data/information, support office and security operations by demonstrating a thorough understanding of the unit mission, and produce a variety of documents and reports.
5. Ability to consistently provide competent, professional and effective guidance to customers.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PHYSICAL DEMANDS: The work may require physical exertion, such as prolonged walking, standing, stooping, and crawling. These duties are performed while conducting various inspections in areas such as storage warehouses, and vaults. Performance of work may take place in areas with limited access spaces, uneven terrain, or construction sites and may include the use of ladders. The work will require some abilities of physical agility and strength to work in confined spaces and to move or lift moderately heavy objects. The employee may be tasked to deploy during exercise or real-world contingencies to support the unit's operations. Deployed locations may be austere bases with various physical demands associated with maintaining living and working conditions. However, the majority of work will be accomplished in an office setting.

WORK ENVIRONMENT: Work involves regular and recurring exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines. Protective equipment and clothing may be needed, including hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves.


Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Special Program Security Certification conferrals are required within two years of established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval or the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
