Duties for the Lead Program Analyst GS-0343-14 include but not limited to:
Serves as an expert analyst, providing critical analysis of HHS and OIG programs and activities (approximately 75% of the time). The incumbent provides data analytic, audit, inspection, and evaluation expertise, drawing on knowledge and understanding of the substantive nature and interrelationships of the data, programs, planning processes, forecasting methodologies, and management concepts to assist OIG components in conducting oversight work.
Critically analyzes, synthesizes, and reports data and findings to satisfy the data provisioning and ad hoc analysis requests from each of the OIG components. Meets with requestors and/or OIG managers to determine the scope of the project and proposes a plan for analysis and a target completion date.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
(1) Analyzing Medicare and Medicaid claims data and/or grants and contracts data to identify trends, anomalies, or potential fraud, waste, and abuse in support of federal oversight activities; and
(2) experience using Structured Query Language (SQL) and implementing query optimization best practices; and
(3) experience generating data to support oversight activities such as audits, evaluations, and investigations; and
(4) experience using agile best practices to lead day to day operations of a data analytics team; and
(5) Writing and maintaining Python scripts and using Git for version control in a collaborative data analytics environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
