Help

The Program Manager applies detailed knowledge of a wide variety of complex administrative programs and support areas as well as knowledge of management and program principles, to manage a geographically dispersed staff consisting of senior analysts, technical specialists, and ad hoc multidisciplinary teams. Directs the staff by applying technical training methods, techniques, and competencies.  Guides staff in analyzing and evaluating complex national training programs and policies designed to ensure that ATO technical training programs leverage appropriate adult learning principles. Participates in the development and maintenance of the National Technical Training Business Plan. This work is critical to Federal Aviation Administration (FAA) operational training programs that transform and sustain the NAS and that directly impact the safe and efficient operation of the ATO.

The Team Manager uses a thorough understanding of the principles of management and strategic planning to integrate multiple national training programs. Develops plans, policies, and programs. Performs managerial responsibilities affecting managers and employees for more than one organizational units, including strategic planning, setting priorities; communicating the organization's vision and objectives; assigning work and responsibilities; coaching and developing employee and organizational capabilities; monitoring and evaluating the performance of employees, managers and organizational units; approving leave; and taking and approving disciplinary and corrective actions as appropriate. Approves substantive personnel actions, such as selections and promotions, involving non-managerial employees.

Uses detailed knowledge of budget policies and procedures to define, acquire and allocate budget and other resources accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. This includes managing the budget and either reallocating resources among organizational units or acquires additional resources, as needed. Projects short and long term future needs and prepares justifications to support resource requirements. Actively promotes, supports, and participates in the FAA¿s Equal Employment Opportunity and Diversity Program.

Applies detailed knowledge of the technical aspect of the work directed. Uses project and program management principles to manage complex projects by performing analyses, interpretation and communications funding and performance metric information to enhance business acumen and to recommend solutions to meet ATO needs. Provides detailed program support for the budget formulation process and/or acquisition management, including maintaining all necessary documentation and coordinating with all stakeholders. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines.

Directs the work of subordinate staff in developing and/or maintaining training material and curricula and in the analyzing and studying of technical training programs. Coordinates and validates training content during course development to ensure compliance with training requirements. Analyzes comparative studies and observations to determine the requirement for new training courses.  Directs staff in the coordination and validation of training content and in the develop technical training courses that comply with training requirements. Oversees the development of innovative and effective methods for improvement of training programs to ensure consistent high quality technical training and consulting services for FAA operational personnel. Organizes programs and activities in accordance with the mission and goals of the organization. Develops an evaluation method to assess program strengths and identify
areas for improvement. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

  • Experience coordinating and validating training content to develop technical training courses that comply with training requirements.
  • Experience analyzing comparative studies and observations to determine the requirement for new training courses.
