A "consistency review" is the process that involves a classification review of positions performing work that is identical, similar, or related to an OPM appeal to ensure they are classified consistently and in accordance with OPM standards. If a reduction in grade occurs, you could be eligible for grade and/or pay retention

The incumbent is responsible for the management, supervision, planning, overseeing, and training of the HVAC/R Shop personnel which consist of four (4) WG-5306-10 AC Equipment Mechanics. The incumbent is responsible for shop administration, leadership, and guidance. The incumbent determines labor and material costs for maintenance and repairs, minor improvements, maintenance contracts, and alterations. The incumbent furnishes advice and recommendations to services requesting work; discusses with them factors pertaining to the work such as urgency of need, particularly if the work concerns patient care. Conducts periodic inspections of work that has been completed to determine the immediate and long-range work needs of this facility, assists in preparing and justifying equipment needs, planned maintenance programs and works up projects to be accomplished. Prepares cost estimates for jobs and long-range programs, investigates work requests and suggestions, and make necessary contacts to gather needed information.

Incumbent maintains a program for preventive maintenance of expendable/non-expendable equipment, and personal property. Coordinates preventive maintenance with shop personnel to establish PM procedures, estimated labor and material costs, frequency of PMs, and criticality levels. Reviews completed PM sheets and makes corrections to PM schedules as needed. Evaluates equipment systems (i.e.; air conditioning, refrigeration, medical air systems) to assure sufficient capacity for smooth functioning of the facility and compliance with Joint Commission, Occupational Safety and Health Administration (OSHA), and National Fire Protection Agency (NFPA) standards and local operating procedures. The incumbent possesses considerable skill in communicating with others to persuade reasonable compliance with scheduled maintenance and to inform management of levels of progress.
Incumbent is responsible for oversight of all maintenance contracts for the HVAC/R Section including development of new contracts and administration of existing contracts. Incumbent initiates 2237's for repairs to be completed by outside vendors. Monitors construction practices and directs the attention of contractors and contracting officer's representatives to any deviation from the contract or standard practices.

Incumbent also supervises the operations, maintenance, and repair of the central air conditioning plant which includes but not limited to three 375-ton TurboCore, one 225-ton reciprocating chiller and 2 80 on air cooled chillers air conditioning unit with associated equipment, i.e., cooling tower, pumps, fans, valves, etc., as well as auxiliary NC units. The incumbent is responsible for installation, modification and/or repairs to new and existing electrical distribution, heating, ventilating, air conditioning, refrigeration, medical air, energy management system (DDC), high pressure steam systems and equipment including condensate, vacuum and circulating pumps and distribution lines which involves planning system routes, placing and cutting for proper fit, pitch, support and evaluations. Incumbent conducts continuous training of staff in testing procedures, operations, and direct digital controls (DDC), pneumatic controls, trade practices, meters, temperature, pressure, recorders, safety, equipment, safe-working, methods and practices.

Physical Requirements: Heaviest weight handled by the employee unassisted will normally be 50 pounds, and with assistance 100 pounds or more. Uses lifting devices or obtains assistance in moving heavy items. Works from ladders, scaffolding and/or performs where systems are in hard-to-reach places, requiring employee to work in close quarters or in cramped positions. Work requires hand-eye coordination and manual dexterity to manipulate tools when assembling units and replacing defective components, coordination for reading and setting gauges, checking for refrigerant leaks, and adjusting controls, and color discrimination to recognize color code. Work frequently requires stooping, stretching, bending, and kneeling for long periods of time.
