As a LOGISTICS MANAGEMENT SPECIALIST (Temporary Promotion), GS-0346-11 your duties are below.

  1. Serves as the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment Fielding's, training, Army Food Management Information System (AFMIS) and inspections. Exercises knowledge and application of Department of Army (DA), Defense Logistics Agency (DLA), National Guard Bureau (NGB), and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subsistence accounting procedures.
  2. Maintains oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Budgets for subsistence operations and subsistence requirements, including operational ration ceilings. Assesses use of facilities and equipment, to ensure expeditious accomplishment of priority work without adverse impact on normal, recurring work. Develops for the DCSLOG-G4 recommendations, policies, procedures, long range plans, and special projects. Recommends solutions to controversial problems and actions of a precedent-setting nature, to include coordination with major commands and the Army Center of Excellence, Subsistence. Participates in field exercise planning sessions, discussing availability of subsistence, budgets, issue of operational rations and ARNG support to exercises. Serves as Chairperson and as a voting member of The Adjutant Generals Food Service Management Board. Responsible for planning and oversight of subsistence support to ARNG units and dining facilities. Coordinates veterinary staff support for cyclic inspections of operational rations as required. Maintains oversight of facility and subsistence security to ensure theft prevention, unexplained losses, and unauthorized entry procedures are enforced.
  3. Monitors the AFMIS to ensure reporting requirements from local, DA, NGB, and vendors are timely and contain accurate and formatted data. Monitors daily flow of data from customers and its return to customers. Performs daily validation processing cycles. Technical and functional knowledge of system operation is required in the performance of these tasks and in troubleshooting associated problems within the system as they occur. Works daily with functional users and technical personnel to identify and resolve operational and technical problems, and to ensure flow of data and procedures are the most efficient possible.
  4. Assists and coordinates with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation. Analyzes data automation policies, regulations and procedures to determine their impact on logistics information systems and to identify changes in the maintenance and use of computerized data by functional specialists. Performs extensive consultation services and provides guidance to functional specialists on the maintenance, evaluation, documentation and standardization of requirements and procedures. Assists with researching and originating of concepts to introduce and integrate new technologies without direction or guidance from higher headquarters.
  5. Provides troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists. Expands analysis to include/incorporate technical expertise/knowledge/source in determining the solution. Retrains, guides, and defines system operation if problem resides with functional user. If softwa re problem determines if it can be resolved locally, and if not, prepares correspondence to proponent for resolution. Develops a procedure to temporarily correct the problem until resolved. Prepares and submits work requests when required a nd tests the repair on completion by repair technician.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. If the selectee does not possess the applicable security clearance when hired, application must be made within 30 days of the start date. Failure to make application for the required security clearance will result in termination of employment.

Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS:
Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-0346-11: Must haveexperience in the following:

  • 1-year specialized experience, education or training equivalent to at least the next lower grade level.
  • Must have experience, education, or training which includes identifying activities involving logistical support operations.
  • Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.
  • Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.
  • Experience identifying delays or problems and developing corrective actions.

Education

Substitution of Education for Specialized Experience -

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Knowledge, Skills and Abilities required for this position:

  1. Broad knowledge of subsistence support requirements including prime vendor contract supply system requirements determination, requisitioning, storing, issuing, inventory, accounting, interface with Defense Supply Center Pennsylvania (DSCP), and veterinary support.
  2. Knowledge of budget for normal and contingency food service operations, equipment replacement, and facility maintenance. Establishes procedures to monitor and reconcile individual price changes to prevent monetary loss from food service operations.
  3. Knowledge of Field Food Planning Menus Board and budgetary processes in addition to sanitary and security requirements. Ability to develop master menus and to meet nutritional and dietary DOD standards to include devising meals to accommodate diverse cultural, religious, medical, weight control and DA food requirements.
  4. Knowledge of computer processes to audit daily cycles to determine integrity and validate system change packages. Knowledge of system software evaluations and design methods to translate functional requirements into specifications for implementation.
  5. Knowledge of Department of Defense, DA, and NGB information systems and analytical programs to define problems, evaluate problems, and develop proposed solutions to functional problems in automated logistics systems.
  6. Knowledge of qualitative and quantitative methods and techniques for analyzing and measuring parameters of studies and projects and to accomplish planning and provide guidance and direction for the related logistics and information systems programs. Skill in conducting detailed analyses of complex function in order to integrate into a cohesive product.
  7. Knowledge of the logistics supply and services function.
  8. Knowledge and skill in applying analytical and evaluative methods and techniques to conduct projects and studies on logistics concerning Army Food Service related policy and regulations within assigned area of responsibility.
  9. Knowledge of systems and pertinent characteristics of system software and computer requirements in order to perform studies and evaluate merits of proposed or existing applications. Skill in system analysis and techniques sufficient to write clear procedural instructions such as Standard Operating Procedures and Policy Regulations for users.
  10. Knowledge of pertinent laws, regulations, policies and precedents which affect the total arena of assigned studies, projects and related support resources.
