As an IT SPECIALIST (OS/SYSANALYSIS), you will:

  • Analyze IT problems requiring the evaluation of multiple alternatives and recommend effective solutions to management.
  • Provide technical, project, or task management with minimal supervision to ensure timely completion of assignments, project milestones, and operational objectives. Review incoming project requests to ensure requirements are properly defined and complete. Submit, track, and manage projects through the full certification lifecycle while coordinating with customers, internal CEC technical teams, agency stakeholders, and subject matter experts.
  • Conduct application assessments to determine certification pathways based on complexity, impact, and risk. Perform security reviews as needed, analyze the implications of previously certified applications, and identify required actions for updates, renewals, or deprecations.
  • Support release and change management activities for certified applications by validating requirements, monitoring release cycles, and communicating status updates. Maintain ongoing communication with customers and agency representatives to clarify requirements, provide updates, and facilitate collaboration.
  • Work closely with management to ensure customer needs, timelines, and resource requirements can be met. Generate and analyze software inventory reports to identify usage trends, certification impacts, and potential security considerations.

Specialized Experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Accomplishment of IT-related project assignments that require a wide range of knowledge of IT support, deployment and customer service requirements and techniques pertinent to providing IT customer support. This experience is generally demonstrated by analyzing alternative approaches and advising management of any major IT issues, problems and concerns; AND
  • Experience independently providing various information technology customer and support services. Examples of how this experience is generally demonstrated include:
    - Imaging, managing and deploying customer workstations, peripherals and applications;
    - Assessing, submitting, tracking, and managing projects through full change and release management life cycle;
    - Installing, troubleshooting, and updating certified Commercial-Off-the-Shelf (COTS) and Government-Off-the-Shelf (GOTS) software on workstations;
    - Performing workstation and application related security reviews and identify actions required;
    - Generating and analyzing software inventory reports;
    - Working with management and stakeholders to ensure customer requirements can be met;
    - Providing technical, project or task leadership, with minimal supervision.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:
