Duties

Help

  • Implements projects to develop, replace, and/or retire Automated Information Systems (AISs) as determined by the business customer and the Deputy Director. Supports Project Manager/Technical Lead in interacting with other CIOO business units to oversee specific AISs/Projects.
  • Works with clients and customers to assess IT needs, provide expert technical information or assistance, resolve complex problems involving a wide range of IT issues; has the ability to create alliances with other functional groups; and is committed to providing quality IT products and services.
  • Provides timely, authoritative and sound advice and recommendations on assigned program areas through the managerial chain. Maintains continuous contact with professional counterparts in the private sector, other Federal agencies, and with financial sector communities to ensure awareness of new objectives, policies, and state-of-the-art developments affecting requirements for systems and networks.
  • Establishes, develops, and maintains effective working relationships with business customers. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.
  • Communicates complex functional and technical requirements, issues, and problems to both technical and non-technical personnel, including preparing and presenting briefings to senior management officials and contractor management officials on complex and controversial issues.
  • Evaluates overall accomplishments of the section and identifies operating problems, conflicting priorities, program deficiencies and potential problem areas. Implements corrective or preventive measures to obtain desired results.
  • Establishes priorities and assigns resources to program areas based on FDIC and CIO Organization needs. Regularly collaborates with management and staff personnel from within CIOO and other divisions to deliver and meet goals, needs and priorities.
  • Responsible for ensuring the Section’s programs, policies and processes are covered by internal controls and that appropriate precautions are taken to maximize the ongoing use of financial and human resources.
  • Plans, organizes, and oversees the day-to-day activities of the section; manages and executes the budget within the amount allocated for each project/initiative; manages the section human resources including staff performances and hardware/software licensing and works with the Deputy Director to ensure all the Development, Operations, Maintenance and Enhancement tasks in the branch are executed appropriately.
  • Evaluates and provides feedback and counseling to employees regarding work performance and conduct. Approves/disapproves requests for leave, telework, travel, training, etc. Identifies training and developmental needs for staff and provides regular recognition for staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate.

Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. 

MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertook; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members; AND

Technical Experience 1: Experience in  providing full lifecycle services for application delivery; AND

Technical Experience 2: Experience in managing all aspects of application design, development, operations and maintenance, moderniztion and rationalization of applications; AND

Technical Experience 3: Experience in overseeing application portfolios as business capabilities and works collaboratively with business units through out the organization to rationalize and transition business workloads onto the enterprise platform as capabilities.

There is no substitution of education for the experience for this position.

This position is a Corporate Manager, CM-00, which is equivalent to above the CG/GS-15.

This is a recommended minimum step 9 position.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rate for the duty location is 33.94%. Pay will vary by grade level and the locality rate for the geographic location where the position is located. For more on FDIC locality rates, click here.
