Duties

Help

  • Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to the AFIT/LS programs.
  • Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements.
  • Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, budgeting, funding, forecasting, and status of funds.
  • Represents the organization at all levels within the government and at contractor/industry sites.

  • Initial appointment is Not-to-Exceed 3 years, may be extended in increments of 3 years or made indefinite.
  • This position requires a Business Financial Management (K) Practitioner Level 2, Acquisition certification within 60 months after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
  • This is a Financial Management Level 2 Certified position IAW the national Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • The incumbent may be required to work overtime or an irregular work shift.
  • Current Federal employees on a permanent or indefinite appointment may be required to have a minimum of 3 day break in service if selected.
  • The appointment cannot be converted to a permanent tenure in the competitive service.
  • At the time of the expiration of the initial appointment an employee who adequately demonstrates professional competence can be extended in increments up to 3 years or for an indefinite period.
  • An initial appointment can be allowed to expire for an employee who does not adequately demonstrate professional competence.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of cost analysis and budget functions such as: formulating and/or monitoring the execution of budget forecasts; analyzing costs, benefits, and trends in rates of obligation and expenditure; recommending ways to improve the utilizations of funds; and/or providing financial management support.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data.

2. Knowledge of DoD acquisition requirements, development, and approval processes.

3. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.

4. Skill in formulating, justifying, and/or analyzing financial requirements of the assigned program.

5. Ability to communicate, plan, organize work, and meet deadlines.

6. Ability to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
