The candidate selected for this position will:

  • Oversee, direct and manage proper accounting treatment for the assets of terminated plans prior to trusteeship by PBGC.
  • Provide investment expertise in directing and coordinating the work of employees, ensuring completion of tasks, assuring accuracy, production, and agency goals.

  • Conduct risk management over reporting, accounting changes, policies and procedures, asset transfers, information systems support, budget formulation and implementation.

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.

Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sector overseeing and directing the proper accounting treatment for assets of plans terminated by PBGC, such as implementing new accounting processes in response to updates from the Financial Accounting Standards Board (FASB).

Examples include: supervising, managing and directing trust accounting for assets and benefits payment; providing financial analysis and advice to executive leadership and other authoritative bodies.

Time-In-Grade Requirement:  In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service).  This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Education

In addition to meeting the specialized expereince the following education is required:

Degree: accounting; or a degree in a related field such as business administration, finance, or publicadministration that included or was supplemented by 24 semester hours in accounting. The 24 hours mayinclude up to 6 hours of credit in business law. (The term "accounting" means "accounting and/orauditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/orauditor.")

OR

COMBINATION OF EDUCATION: at least 4 years of experience in accounting, or anequivalent combination of accounting experience, college-level education, and training that providedprofessional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. Thiscan include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained throughwritten examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting orauditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirementof paragraph A, provided that (a) the applicant has successfully worked at the full-performancelevel in accounting, auditing, or a related field, e.g., valuation engineering or financial institutionexamining; (b) a panel of at least two higher level professional accountants or auditors hasdetermined that the applicant has demonstrated a good knowledge of accounting and of related andunderlying fields that equals in breadth, depth, currency, and level of advancement that which isnormally associated with successful completion of the 4-year course of study described inparagraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours inaccounting, the applicant's education, training, and experience fully meet the specified requirements.
