Duties

Help
  • Conduct advocacy support, safety assessment and planning, and needs assessment for adult victims of sexual assault - providing a non-clinical response that is trauma-informed and recovery-oriented.
  • Guide victims on reporting options (Restricted and Unrestricted), including their exceptions, limitations, and eligibility for Special Victims’ Counsel/Victims’ Legal Counsel, maintaining victim confidentiality and rights throughout the process.
  • Conduct in-depth analysis of sexual assault and sexual harassment report data, including trends in reporting, demographics, case outcomes, and other relevant metrics.
  • Assist in evaluating installation-level prevention and response strategies to identify program strengths and weaknesses to improve victim support, program effectiveness, and compliance with agency policies.
  • Serve as a Victim Advocate in the Sexual Harassment/Assault Response and Prevention (SHARP) program, providing care and supportive services to victims of sexual harassment and sexual assault.
  • Maintain connections with internal/external stakeholders, law enforcement, legal professionals, healthcare and behavioral health providers, and community organizations to facilitate a cohesive approach in sexual harassment and sexual assault cases.
  • Provide training and outreach sessions for diverse stakeholders and local populations, providing information about SHARP policies, procedures, reporting options, and other pertinent topics delegated by the SARC or Lead SARC.

  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
  • Incumbents of SHARP positions must complete all required training, obtain certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
  • This position requires the incumbent to submit to a State Criminal History Repository Check for all states of residence in the previous five and/or up to ten years.
  • The duties of this position require background checks to be conducted against all records as required by law, OPM, DoD, and Army policy and regulation.
  • Must be able to obtain and maintain access to Catch a Serial Offender Program, Defense Sexual Assault Incident Database and Integrated Case Reporting System.
  • The duties of this position may require the incumbent to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
  • Required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors.
  • Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
  • Must possess or obtain a valid US Army in Europe USAREUR Driver's License. In order to obtain a USAREUR driver's license you must be in possession of a valid state driver's license in one of the 50 U.S. states or possessions.
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • This position requires Temporary Duty (TDY) or business travel up to 25% of the time away from your permanent duty station.

In order to qualify, you must meet the qualification requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Victim Advocate:

A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Work, Sociology, Psychology, etc.

OR

B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes which includes assisting with providing professional advocacy services to victims or survivors; assisting with conducting assessments to evaluate victim or survivor's needs and risks; and assisting in the assessment of program performance through analysis of report data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Social Work, Sociology, Psychology, etc.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
