Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Projects include a variety of kinds in support of the District's Military; Civil Works; Work for Others; and Hazardous, Toxic and Radiological Waste (HTRW) programs.

This is a developmental position, GS-09, GS-10, GS-11. Management may hire at any grade level.

Duties

Help
  • At the full performance, GS-11:
  • Serves as a senior Quality Assurance Representative (QAR) at the site of construction, monitoring construction activities for assigned projects.
  • Coordinates with a variety of interested parties, from customers to contractors to local government officials, state and local environmental agencies, etc.
  • Interprets contract requirements throughout all phases of construction work.
  • Maintain surveillance of the contractor inspection system for compliance with approved quality control plan.
  • Make on-the-spot decisions/commitments not affecting basic design/cost to avoid delays in construction projects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must have or be able to obtain and maintain a secret security clearance.
  • Temporary duty (TDY) travel is approximately 25%.
  • A pre-employment physical is required.
  • This position requires the incumbent to possess or obtain and maintain a driver's license in one of the 50 US states or possessions and any installation and/or DoD requirement.
  • This is a Defense Acquisition Workforce (AWF) position, you must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-09: One year of specialized experience which includes performing inspections at construction sites AND assisting with surveillance of contractor work for compliance with quality control plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Specialized Experience for GS-10: One year of specialized experience which includes monitoring construction activities on projects AND surveying contractor work for compliance with quality control plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience for GS-11: One year of specialized experience which includes monitoring construction activities on projects; surveying contractor work for compliance with quality control plans; AND providing recommendations regarding anticipated issues or construction related matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
  • If selected at the GS-09/10 grade level, there is non-competitive promotion potential to the GS-11 grade level. Career ladder promotions are not guaranteed. An employee can only be promoted when he/she demonstrates ability to work at a higher level, and when the promotion is in line with the agency's authorized ceiling and staffing policies. Additionally, the decision to promote lies with an authorizing official, who makes that determination based on a number of factors.
  • This is a career ladder position. The target grade is GS-11. Selection may be made at either the GS-09, GS-10 or the GS-11 grade. If selected at the GS-09 or GS-10 grade, there is non-competitive promotion potential to the target grade. Non-competitive promotion potential to the target grade is based on time-in-grade requirements and demonstrated ability to perform the higher-graded duties. Promotion is neither automatic nor is it guaranteed.
  • Salary Details: GS-09: $64,438 - $83,774 per year; GS-10: $70,960 - $92,243 per year; GS-11: $77,964 - $101,359 per year
