Duties

Help

Lead and manage a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Provide day-to-day management and direction of component staffs and business operations; execute budget, personnel, and policy decisions to support the components' activities.

Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources.

Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.

Manage and oversee the financial and budgetary management for all ODNI, and oversees execution of the ODNI budget.

Maintain effective and productive working relationships across the entire ODNI organization and within the IC elements to address issues that span multiple mission or program areas.

  3. How would you help advance the President's Executive Orders and policy priorities in this role? Identify one or two relevant Executive Orders or policy initiatives that are significant to you and explain how you would help implement them if hired.
  4. How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples and explain how those qualities would enable you to serve effectively in this position.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs)

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) listed below in your resume. Your resume should include examples of experience, educations, and accomplishments applicable to the qualifications. If your resume does not demonstrate evidence of these qualifications, you may not receive consideration for the position.

ECQ 1: Commitment to the Rule of Law and Principles of the American Founding
This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency
This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence
This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People
This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results
This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

ISCOCQ: Leading the Intelligence Enterprise
This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

Mandatory Requirements:

Excellent organizational, managerial, and leadership skills including an ability to manage the professional development of staff employees.

Excellent communication and interpersonal skills, including ability to exert in?uence with senior leadership and communicate effectively at all staff levels, both internal and external to the organization.

Excellent critical thinking skills, the ability to conduct independent research and the ability to prepare ?nished assessments and other written products with an emphasis on strategic planning, clear organization, and concise and logical presentation.

Superior ability to develop, evaluate, and implement strategic plans, including assessing plan effectiveness, IC performance metrics, and recommending resource allocations to align with U.S. Government objectives.

Excellent management and execution of large-scale budgets, including oversight of organizational financial operations to ensure fiscal responsibility and alignment with mission goals.

Desired Requirements:

Strong track record in building high-performance teams, promoting collaboration, setting clear goals/performance objectives, providing feedback/recognition/remediation, and fostering a professional work environment.

Advanced skills in mitigating risks associated with ambiguous, high-risk intelligence operations involving multiple interfaces and external dependencies.

Prior experience in a SNIS or equivalent senior leadership position (e.g. senior leadership in an IC agency or ODNI component) that required extensive negotiation on contentious issues.

Education

Bachelor's Degree from an accredited institution in a relevant field such as Business Administration, Public Administration, International Relations, Intelligence Studies, or a related discipline.
