Duties

Help

As an IT Cybersecurity Specialist, you will perform the following duties:

  • Serve as a technical expert on the facts and issues associated with computer cybersecurity in a wide range of technology and services under the jurisdiction of the Department of Commerce.
  • Serve as the Office liaison with industries on importation, acquisition or uses related to technology and services under the jurisdiction of the Department of Commerce. Integrate U.S. industry's economic/regulatory concerns into the Departments regulations.
  • Develop, revise, and write technical portions of agency guidelines that affect industries and other government agencies.
  • Work with senior BIS leadership to design and review requirements for technical projects to determine objectives of the program, concepts, nature of the unprocessed data, and processes required in support of the technology effort in order to organize work processes and problems for technology solution.
  • Develop and formulate, with general guidance from senior officials, regulatory policy, evaluation of trade, including imports or exports, and remediation of technical and policy disputes between interested parties. Review prior regulatory or policy-related cases for precedent history, approvals, and denials. Resolve outstanding interagency issues, rarely involving senior Departmental officials.
  • Establish and maintain contacts with manufacturers to provide technical advice for specific transactions and to remain informed on industry developments.
  • Lead multi-agency working groups or task forces.
This Job Opportunity Announcement may be used to fill other IT Cybersecurity Specialist, GS-2210-14, Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the position applicant must met the Individual Occupational Requirements Basic Requirement and the Specialized Experience.

Individual Occupational Requirements Basic Requirement: In the Information Technology Specialist, GS-2210 occupation for the GS-5 through GS-15 (or equivalent) must have Information Technology (IT) related experience demonstrating each of the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as:

  • Applying cybersecurity principles, concepts, and techniques to analyze critical and/or emerging technologies, such as telecommunications systems, wireless networks, mobile networking, satellite communications, networking infrastructure, cloud environments, software systems, and/or internet-connected devices, to identify vulnerabilities, risks, or potential impacts to national security, critical infrastructure, or the digital economy; and
  • Designing, evaluating, and/or implementing cybersecurity solutions or best practices across areas such as network architecture, systems integration, telecommunications, cloud environments, data security, and/or software systems; and
  • Developing, formulating, or integrating policies, procedures, or regulatory frameworks related to cybersecurity, information systems security, or information and communication technology and services (ICTS) transactions; and
  • Leading or contributing to interorganizational coordination efforts and/or producing or contributing to written technical analyses, policy recommendations, and/or decision-support documents used to inform organizational or U.S. Government-level decisions.

Within the Bureau of Industry and Security, the Office of Information and Communications Technology and Services (OICTS) helps secure the information and communications technology and services (ICTS) supply chain from risks associated with foreign adversary supplied ICTS. Authorities granted the Secretary through Executive Orders 13873, 13984, and 14034, allow Commerce to prohibit or impose mitigating measures on ICTS transactions that pose an undue and unacceptable risk to national security.
