Duties include but are not limited to:

  • Incumbent will independently plan, direct, and manage the Medical Center's Veterans Transportation Service (VTS) program.
  • e. Incumbent will develop, adapt, and implement policies and plans to support the mission of the Veteran Transportation Program (VTP).
  • Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services. The focus is on the movement of people rather than vehicles and on the entire trip, not just one mode or another.
  • Analyze, develop, plan, and advise on VTS passenger movement policies and programs. Cultivate partnerships and multi-agency coordinated transportation activities.
  • Knowledge of transportation requirements for the State of California, and the 58 counties and other states in which the program operates.
  • Develop educational programs such as rider training materials, travel trainer program and community forums.
  • Develop new ways to remove barriers for transportation to VA Medical Facilities.
  • Maintain communication with appropriate local, state, and federal agencies, and private interests.
  • Make presentations to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies.
  • Participate in Veterans Transportation Network and Regional Transportation Coordination Councils. Supports the facility's Fleet Manager through direct management, maintenance, and recordkeeping of vehicles operated by VTS in accordance with the Fleet Manager's Guide, state and federal law, and local policies.
  • Provides direct supervision to a minimum of 21 employees.
  • Performs the administrative and personnel management functions relative to staff support.
  • Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system.
  • Survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures, and sound management practices for VTS operations, drivers and vehicle compliance.
  • Identify, analyze and resolve time keeping and special pay issues that arise.
  • Assure administrative support and clerical assistance to employees regarding leave, training, and personal issues.
  • Establishes and maintains knowledge of various groups and organizations, such as stakeholders, other hospital, public health officials and organizations, volunteer work groups, and the community at large.
  • The incumbent communicates and interacts with patients in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient. Meets the needs of customers while supporting the Medical Center and Service missions.
  • Handles conflict and problems constructively and appropriately. Incumbent is the first contact with the Veterans and makes the first impression.
  • establishes criteria to measure and/or predict the attainment of program or organizational goals and objectives.
  • Develops related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across organizational lines or in varied geographic locations, i.e., the community-based outreach clinics, which are located at sites other than the medical center

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: In addition to the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordination of transportation functions, program management, supervision, administration of community development, and development and direction of facility transportation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever changing demands due to program changes.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
