Summary

The incumbent manages and/or assists with a variety of administrative support to the Chief of Surgery and Surgical Service at the Martinsburg VA Medical Center. As a team member of a fast-paced specialty service, emphasis is placed not only on administrative duties, but also on providing outstanding customer service to our Veterans, patients, family members and visitors. The incumbent is an integral part of the surgical team and must have excellent communication and interpersonal skills.

Help

Major Duties:

  • Manages procurement requests such as equipment and contractual services. This includes collecting official quotes, validating data, cost and need. Oversight of annual equipment inventory.
  • Implements and monitors of the property management program, collects, analyzes and maintains property information on all equipment for the service. Coordinates annual inventories with staff and ensures timely completion and submission.
  • Monitors and tracks electronic equipment/personnel requests; monitors and tracks through receipt of inventory or completion. Constructs detailed spreadsheet of requests to include status, cost, location, etc.
  • Manages and follows up on Open Encounter and Pending Consult reports, tracking the data to present to Chief of Surgery and at staff meetings. Tracks and collates reasons for non-compliance; presents data to supervisor with corrective suggestions.
  • Manages the preparation of service workload reports and associated financial reports by compiling necessary data, analyzing, tracking, and entering and maintaining databases and/or spreadsheets.
  • Provides oversight of resident timesheets; maintains and analyzes records on residents such as co-signature reports, appropriate level of supervision, encounters, compliance with documentation for billing, medical record reviews complications, death, peer reviews, patient complaints, incident reports, etc.
  • Develops and creates reports utilizing software such as but not limited to Excel, Access, PowerPoint and Word, that are used in presentations to senior management.
  • Manages TMS to ensure staff completes training in a timely manner, and ensures required training is scheduled and completed prior to expiration.
  • Arranges committee and staff meetings, prepares agendas, and drafts minutes.
  • Serves as Primary Timekeeper for Surgical Service. Prepares time and attendance records in accordance with the Timekeepers Manual and policies.
  • Receiving and screens telephone calls and visitors for Surgical Service; composes and initiates correspondence of a clinical and non-clinical nature; manages all incoming correspondence for meeting dates, follow-up actions, and suspense dates. Provides Chief of Surgery with meeting materials prior to those meetings.
  • Establishes and maintains logically organized files for the services. New files are established on a timely bases and sets up files on own initiative. Documents are filed in a timely manner.
  • Manages and dispositions patient complaints through the PATS system.
  • Receives walk-in visitors, patients, family members and responds to inquiries constructively handling problems with his/her purview by determining the means for resolution or redirect as appropriate.
  • As the initial point of contact for the administrative surgical offices, creates and maintains a positive and effective customer service environment.
  • Continually promotes customer service with internal and external stakeholders.
  • Performs all other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional communication with staff and veterans via various methods of communication; prioritizing tasks while working independently; maintaining computerized and paper schedules to track appointments under supervision; developing and creating reports utilizing software such as Excel, Outlook, Word, VISTA, and CPRS; managing procurement requests such as equipment and contractual services to include collecting official quotes, validating data, cost and need; monitoring and tracking electronic equipment/personnel requests; timekeeper duties; managing TMS to ensure staff completes training in a timely manner.
