Duties Include:

  • Performs comprehensive data analysis of operating room (OR) activities using Oracle Health and other VA data systems to evaluate performance, utilization, and efficiency.
  • Collects, validates, reconciles, and interprets data from multiple sources to ensure accuracy, consistency, and reliability of OR reporting.
  • Develops recurring and ad hoc reports, dashboards, spreadsheets, and visual summaries to support leadership decision-making.
  • Analyzes OR scheduling patterns, including block utilization, first-case start times, room turnover, delays, and cancellation trends.
  • Evaluates scheduling accuracy by comparing planned versus actual case progression to identify variances and workflow inefficiencies.
  • Identifies trends, bottlenecks, inefficiencies, and opportunities for improvement in OR operations and resource utilization.
  • Prepares written analytical reports, summaries, and briefing materials that clearly communicate findings and operational impacts.
  • Conducts workflow evaluations to assess the impact of staffing patterns, scheduling processes, and operational changes.
  • Collaborates with providers, nurses, schedulers, and administrative staff to validate data and clarify workflow processes.
  • Supports leadership data calls by extracting, organizing, and interpreting relevant operational and performance data.
  • Establishes and maintains standardized reporting methods, definitions, and tracking tools to improve consistency and transparency.
  • Develops and maintains documentation, procedures, and reference materials related to OR reporting and analytics.
  • Tracks and monitors performance metrics over time to identify trends, improvements, and emerging concerns.
  • Supports audits, inspections, and oversight activities by ensuring data accuracy, traceability, and availability of documentation.
  • Coordinates responses to internal and external data requests related to OR operations and performance.
  • Provides decision support through analytical insights that inform workflow improvements, scheduling optimization, and resource allocation.
  • Monitors outcomes of implemented changes and evaluates effectiveness of process improvement initiatives.
  • Ensures compliance with VA policies, data governance standards, and reporting requirements.
  • Prepares management-ready products including charts, tables, presentations, and executive summaries.
  • Performs other related duties as assigned in support of Surgical Services operations and priorities.


Work Schedule: Full-Time, Monday-Friday, 7:00am - 3:30pm, subject to change based on the needs of the facility.

Physical Requirements: Work is primarily sedentary and involves extended periods of computer use, data review, report preparation, and participation in meetings. Occasional movement within clinical and administrative areas may be required to obtain information, clarify workflow processes, or attend briefings. No special physical demands are required beyond those normally associated with office and administrative analytical work. The work may require extended periods of concentrated review of data, reports, dashboards, and computerized records in order to prepare accurate analytical products and written summaries. Occasional movement within the medical center may be required to coordinate with Operating Room personnel, attend meetings, or obtain information related to Surgical Services operations.

Work Environment: Work is performed primarily in an office environment within Dayton VA Medical Center and includes regular interaction with staff supporting operating room operations. The environment involves routine exposure to the normal interruptions and pace associated with a healthcare setting and management reporting deadlines. There are no unusual hazards associated with the work beyond those typical of an administrative position in a medical center.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience assisting with or supporting program analysis, administrative operations, or data tracking in a healthcare or similar environment; Basic familiarity with healthcare data systems (e.g., Oracle Health or similar platforms) and the ability to learn reporting tools; Exposure to operating room or clinical operations, scheduling, or workflow processes (formal experience not required if comparable operational exposure is present); Ability to collect, organize, and review data to identify trends, inconsistencies, or performance issues (training may be provided); Experience preparing reports, summaries, spreadsheets, or presentations for leadership or team use; Strong organizational, communication, and problem-solving skills with the ability to learn analytical methods and apply them in an operational setting; Note: Candidates with related administrative, analytical, or healthcare support experience who demonstrate the ability to learn quickly and apply data-driven thinking are encouraged to apply. On-the-job training will be provided for system-specific tools and advanced analytical techniques. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR 2 full years or progressively higher-level graduate education leading to such a degree or LL. Preferred Experience:
  • Basic knowledge of program analysis, administrative processes, or operational support functions
  • Familiarity with healthcare or business data systems (or ability to learn systems such as Oracle Health)
  • Understanding of clinical or operational workflows (preferred but not required)
  • Skill in collecting, organizing, and reviewing data
  • Skill in preparing reports, spreadsheets, or presentations
  • Ability to identify trends or inconsistencies with guidance
  • Ability to communicate clearly in writing and verbally
