Help

Typical work assignments include, but are not limited to:

  • Providing technical direction and oversight on foreign investment risk analysis to ensure Nation Security objectives to secure critical infrastructure assets, systems, and supply chains via the development of robust and rigorous analytic products.
  • Serving as primary stakeholder in information technology operational processes for foreign investment risk programs.
  • Working with members of the Interagency in identifying potential implications to National Security by providing cutting-edge, end to end critical infrastructure and telecommunications risk analysis through threat reporting, entity risk assessments, and risk-based assessments.
  • Representing CISA on interagency working groups and other initiatives designed to develop analysis and solutions to critical issues dealing with foreign investment risk.
  • Administering skills in program and/or project management, with ability to work cooperatively with partners and achieve consensus, evaluating trends and their effects on the mission to achieve strategic metrics, and making and implementing recommendations for significant program improvements.

  • This position may be designated as essential personnel.   • This position has been identified as a drug testing designated position (TDP) for purposes of the CISA's Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing.

BASIC REQUIREMENTS:
REQUIRED COMPETENCIES: Experience must be Information Technology (IT)-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.You must have IT-related experience demonstrating each of the 9 competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Minimum Proficiency Level: 4
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

You qualify at the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties:
  1. Reviewing agency level investment transactions to determine national security risk;
  2. Reviewing Federal Communications Commission documents to ensure national security compliance;
  3. Developing briefs for internal/external audiences to communicate the value of cyber security;
  4. Promoting resilience of cyber infrastructure to better stakeholders understanding of the agency's cyber capabilities; and
  5. Compiling cyber incidents for reporting at the federal state or local level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.

Education

No Educational Substitution: There is no substitution of education for experience at this grade level. You must meet the qualifications listed in the "Requirements" section of this announcement.
