Duties

Help

DUTY 1: Establish, evaluate, direct and monitor the AF IC information systems security program and risk management procedures.
DUTY 2: Manage the AF IC IE Cybersecurity strategic capability, investment and project portfolio. Responsible for setting AF IC cybersecurity goals, objectives, and priorities, and the best mix of investments within the Cybersecurity portfolio to achieve these goals and objectives.
DUTY 3: Represents the AF IC Cybersecurity community in IC, DoD and DAF forums; makes decisions that have an impact within and outside of the immediate organization and agency.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the Professional work category are at the Expert work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A.)

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional Knowledge of Cybersecurity Policy and Compliance: Intermediate level knowledge of Federal laws, National Intelligence Community and DOW cybersecurity regulations and policies, including NIST Special Publications, the Risk Management Framework (RMF), Committee for National Security Systems and Intelligence Community Directives (ICDs), and Air Force Instructions (AFIs). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional Knowledge of Cybersecurity Policy and Compliance: Intermediate level knowledge of Federal laws, National Intelligence Community and DOW cybersecurity regulations and policies, including NIST Special Publications, the Risk Management Framework (RMF), Committee for National Security Systems and Intelligence Community Directives (ICDs), and Air Force Instructions (AFIs). Ability to interpret high-level mandates into actionable enterprise-wide security strategies.
2. Thorough Knowledge of Information Systems Security Principles: Comprehensive knowledge of diverse IT and OT architectures, including National Intelligence cloud environments, weapons systems, and industrial control systems (ICS). This includes an understanding of the "Check-and-Balance" relationship between the Authorizing Official (AO) and the Program Manager.
3. Skill in Strategic Planning and Governance: Demonstrated ability to develop and execute a Defense Intelligence Mission Area (DIMA) security program. Skill in aligning cybersecurity initiatives with the broader mission of the National Intelligence Community and Department of the Air Force, ensuring that security requirements do not impede operational readiness but enhance "mission assurance."
4. Skill in Stakeholder Management and Communication: Expert ability to communicate complex technical vulnerabilities and risk postures to non-technical senior leaders (General Officers and Senior Executive Service). Skill in negotiating with external agencies in the National Intelligence Community (eg., NSA, DIA, DNI) and Department of War to maintain the integrity of the Air Force Intelligence networks and systems.
5. Ability to Lead Incident Response and Threat Intelligence: Ability to oversee the detection, reporting, and remediation of major security breaches. This includes the skill to coordinate with National Intelligence and Department of the Air Force Intelligence and Operations leaders to analyze Cyber Threat Intelligence and mitigate Insider and Advanced Persistent Threats.
6. Ability to manage Financial and Human Capital: Ability to manage multi-million dollar budgets, prioritizing investments in Zero Trust Architecture (ZTA) and automated continuous monitoring tools across National and Military Intelligence Programs. Knowledge of the Cybersecurity Workforce Framework (DODD 8140) to ensure AF Intelligence Information Environment workforce is properly certified and trained for modern and emerging technologies.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments OR travel by commercial or military conveyance in accordance with Joint Travel Regulations (JTR) may be required in performance of temporary duty (TDY).
4. A Master's degree is desired.
