This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo.

As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include:

  • Review, analyze and present cost and schedule analytical results and data to senior executives, program managers and integrated product team leads to assess program performance against an established baseline.
  • Facilitate discussions between government team and Prime Contractor team to review issues and concerns as a result of the analysis.
  • Investigate the causes of variances and determine their impacts to future performance in terms of cost, schedule and risks.
  • Lead Integrated Baseline Review (IBR) and Schedule Deep Dive (SDD) process to ensure contractor IMS deliverable captures entire scope of work, is executable within the period of performance, and identify schedule risk areas, schedule health metric issues, critical path drivers, and/or impacts to program or BMDS milestones, and prepares recommendations for MDA leadership.
  • Serve as a subject matter expert on Integrated Program Management Report (IPMR) Integrated Master Schedule (IMS) policies, processes, products, contractual documents, terminologies, and guidance documents.
  • Develop and present Cost and Integrated Master Schedule (IMS) analytical results to senior executives, program managers, and integrated product team leads, to provide timely data to Program managers to support program decision making.
  • Develops solutions or improvements to various cross-organization internal procedures and methods as required by various acquisition laws, policies, regulations and precedents applicable to the administration of one or more programs executing in parallel.
  • Provides on the spot analysis of alternatives and actions for a wide range of EVM-related cost and schedule activities, including at IBR, SDD, and Program Reviews at contractor facilities.
  • Collaborates cost and schedule data analysis with all levels of Agency personnel to resolve non-routine operational problems on a wide variety of information, topics, and issues.
  • Review Requests for Proposals and contract documentation to ensure thorough and correct EVM contractual requirements are tailored for and implemented on programs.

Qualifications

You may qualify at the NH 04 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of 3 specialized experience listed below to be qualified:

  • Performing Cost and Schedule analysis, Estimate at Completion (EAC) analysis, or developing assessments and recommendations for PM decision making.
  • Utilizing various schedule development and analysis software tools to support program office efforts.
  • Identifies concepts and directs the development of standardized processes, realignment of functions, and improved operating concepts to increase the efficiency and effectiveness of operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
