Summary

This position is located within U.S. Department of Agriculture, Office of the Assistant Secretary for Civil Rights, Data and Records Management Division. The incumbent will design, develop, manage and be responsible for administration of electronic tracking systems consisting of employment and program compliance by working with a contractor/vendor and internal staff.

The position will be filled as a temporary promotion or detail. This position may be made permanent without further competition.

Duties

Help
  • Establishes customer collaboration between OASCR units as well as the civil rights community to develop requirements and enhancements for critical systems.
  • Manages the Information Research Service telephone system and correspondence management which includes reviewing, researching and implementing systems and procedures to process mail electronically under regulatory and budgetary constraints.
  • Drives long range civil rights program planning and performance evaluation.
  • Monitors contract performance and enforces timely corrective actions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience:
GS-15:
One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Management and Program Analyst. For this position, the specialized experience is 1) Conducting management analysis/ data analytics of civil rights programs; (2) Administering the implementation of data systems that captures innovative updates to enhance productivity and output for civil rights materials; (3) Utilizing verbal skills to conduct briefings and seminars and (4) Utilizing written skills to produce white papers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
