Help
  • Serves as Financial Management Specialist for the Installation, Morale and Recreation Fund (IMWRF). Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities.
  • Prepares annual operating budget for non-appropriated (NAF) fund activities. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data.
  • Develops standard operating procedures for safeguarding cash and fixed assets. Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections.
  • Prepares, reviews, and processes financial documents, including invoices, purchase requests, and disbursement vouchers. Responsible for internal control reviews to ensure audit readiness.
  • Reconciles routine financial transactions and assist with monthly balancing of accounts to ensure accuracy and compliance with established procedures. Compiles data for monthly, quarterly, and annual financial reports.
  • May supervise subordinate staff performing a full range of supervisory responsibilities and supports the Equal Employment Opportunity Program.

A qualified candidate must possess the following:

Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP).

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

  1. Garrison-level experience that includes day-to-day operations with working knowledge of Management Information Systems such as RecTrac, GolfTrac, CYMS, FoodTrac, SNACS, FMBS, IMETS, TLMS, SMIRF, and Power BI?
  2. Knowledge of and demonstrated experience with NAF financial operations to include accounting, financial analysis, Annual Operating Budgets (AOB), Capital Purchases and Minor Construction (CPMC) and Government Purchase Card (GPC)?
  3. Knowledge of and demonstrated experience with NAF Internal Controls policies and procedures?

  • Foreign overseas allowances, post allowance, and differentials may be paid, contingent upon eligibility. Post Allowance is authorized. Living Quarters Allowance (LQA) is not authorized.
