The Program Support Assistant (PSA) provides administrative and data support services to various services within Patient Care Services. Duties for the position include participating in data collection, analysis of trends and implementation of best practices associated with Timekeeping, Automated Data Applications Coordinator (ADPAC), PIV Sponsoring, Key Liaison, Records Liaison Officer, Talent Management System (TMS) Administration and Office Supply Coordinator while providing cross coverage.

  • Serve as the office supply coordinator and maintain par level inventory of office supplies and alerts assigned of ordering timeframes to ensure adequate ordering lead times.
  • Perform research for applicable law, financial services (FSC) guidance, and Public Law (PL) references to appropriately post employee payroll via govTA (VATAS).
  • Must be a reference source for employees to answer questions on their Leave and Earnings Statement (LES) provided to employees.
  • Provides guidance and education to staff members and members of management on applying for special leave programs and administered by the Leave and Benefits teams of Human Resources (such as Donated Leave and Family Medical Leave Act).
  • Serves as a Key Liaison for the assigned service(s) submitting Physical Key and/or PIV Clearance requests via the method prescribed by Facilities Management Service.
  • Track training of staff under Patient Care Services by pulling reports, assigning training, updating training, and removal of trainings as directed by the Chief Nurse of delegate.
  • Participates in the collection, compilation, and tracking of data and statistical information in support of Patient Care Services including AcuStaf, VistA/CPRS, govTA, SAIL Report, G-chart, NDNQI, and VSSC.
  • Receives requests from other sources and determines the best method of obtaining, computing and reporting data.
  • Assist Nursing staff with analyzing workload trends, patient outcomes, and compares current and historical information.
  • Provides recommendation elements for improving trends.

Work Schedule: Monday - Friday, 7:30AM - 4PM. No weekends.

Preferred Experience: Candidate will have 2-3 years of administrative experience. Be proficient in Microsoft Office applications, CPRS, GovTA, AcuStaf and ADPAC duties along with understanding of organizational SOPs and policies. Maintains employee records. The candidate will act as a backup coverage for timekeeping as needed.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, stooping, bending, carrying light items such as papers, books, or small parts, etc. Concentration and sustained performance under prolonged stress
is required because of the time factors involved in completion of work assignments within deadlines. Incumbent is responsible for daily cross coverage of various services under the ADPCS as assigned. Incumbent may be susceptible to eyestrain from working long hours on the computer. Incumbent must remain emotionally stable under stressful situations.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
