This position is part of the National Capital Planning Commission (NCPC). As an Executive Management Specialist, you will serve as the Executive Assistant to the Executive Director (ED) of NCPC and you will be responsible for a variety of routine administrative and managerial duties in support of the Commission and the NCPC staff.

Duties

Help

As a Executive Management Specialist GS-0301-11, your typical work assignments may include the following under supervision:

  • Managing the ED's calendar and scheduling appointments for meetings, conferences, social functions, and speaking engagements.
  • Serving as the main attendant for front desk coverage and preparing Chambers and the executive conference room in advance of monthly Commission meetings and other special meetings.
  • Serving as property custodian, responsible for tracking the agency's assets, ensuring excess property is identified annually and properly disposed, and reports are readily available.
  • Serving as the agency's travel arranger and timekeeper.
  • Assisting the Agency Record's Officer in ensuring agency compliance with NARA regulations and guidance.
  • Managing common administrative tasks such as parking and transit programs, procurement requests, maintaining work logs and emergency contact lists, and assisting with safety & logistical activities.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. Also, applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/25/2026.
You must have at least one full year of specialized experience equivalent to the GS-09 level in federal service or its non-federal equivalent.
SPECIALIZED EXPERIENCE is:

  1. Providing executive-level support to senior leadership, including managing an executive's calendar and schedule, preparing daily briefing materials, coordinating meetings, arranging travel, and facilitating communication between stakeholders to ensure timely and effective decision-making.
  2. Independently performing a variety of administrative and programmatic processes such as timekeeping, arranging travel, procurement, and other facility and logistical tasks with the use of automated systems (GovTA, WebTA, CitiManager, Concur, Go.gov, etc).
  3. Providing high quality customer service and demonstrating the ability to organize multiple tasks efficiently and thoroughly.

A master's or equivalent degree in a related field (e.g., Business, Public Administration, etc.) or, two full years of progressively higher graduate education leading to such a degree, or an LLB of J.D. in a related field (e.g., Business, Public Administration, etc.).
or
A combination of specialized experience as described in A and education as described in B which when combined equal 100% of the requirements. (To calculate your percentage of education, divide the total number of your graduate semester hours by 18 or your school's definition of one year of study. To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. For example, if you had 9 months of specialized experience equivalent to the GS-07, then you would have 75% of the required experience. If you also had 9 semester hours of creditable graduate level education, then 9 divided by 18 is 50% of the required education, and therefore, 75% + 50% = 125%. You would qualify for this position).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Rating: Your application will be evaluated in accordance with the agency's Merit Promotion Plan. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Best Qualified (95), Highly Qualified (85) and Well Qualified (75).
Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration.
