The United States Space Force (USSF) in Peterson Space Force Base, CO is searching for a Financial Management Analyst to support SYD 81 (NH-0501-04, GS-14/15 equivalent).

Description:
The primary purpose of this position is to serve as the Senior Financial Management Leader in acquisition System Delta 81, responsible for formulating program goals, plans, and polices for the commander's mission. Serves as the primary civilian advisor to the SYD 81 Commander on all financial issues related to the development of Space Force Testing and Training capabilities. Represents the Program Executive Agent's Chief Financial Officer at the System Delta level.

Ideal Candidate:
The ideal candidate is experienced in executing complex financial plans and leading the daily operations of a financial management division within a government or intelligence framework. This includes providing advisory oversight to ensure compliance with all fiscal directives and managing the full lifecycle of major financial events from allocation to fiscal year-end closeout. Must have knowledge/experience in Cost Estimating applications to acquisition requirements. Must have Acquisition Professional experience and certification in Business FM from War University (aka DAU). Must have FM Level 3 certification.

1. In-depth knowledge of Congressional appropriation, authorization, and budgetary processes
2. Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies.
3. Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
4. Ability to negotiate resolution of complex budget and financial execution issues.
5. Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures.
6. Ability to execute complex projects and/or studies within established time constraints.
7. Ability to communicate effectively orally and in writing.
8. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
9. Ability to advise senior leaders, Program Element Monitors and field-level representatives.

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / Relocation funding is not authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 21 days per year.
  • This is a Critical Acquisition Position (CAP).
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
  • This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
