This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1116 of the National Defense Authorization Act for Fiscal Year 2024 (Public Law 118-31 ), "Extension of Direct Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates"

Post-Secondary Students will be placed on term appointment and MUST have more than one year remaining in their baccalaureate or graduate program in order to be appointed under this direct hire authority.

Incumbents typical work assignments may include the following:

  • Assists the senior financial manager by using various techniques including studies, audits and statistical analyses.
  • Interprets policies and regulations related to allocating annual budget and control of resource management of programs.
  • Assists with establishing and maintaining internal and external policy and procedures for compliance, tracking, evaluating, and maximizing usage of allocated funding to include reconciliation.

Qualifications

In accordance with DoD Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level II Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this position.

In order to qualify for this position, you must meet the requirements described below.

Internship Eligibility Requirements:
Current Post-Secondary student meaning an individual who is currently enrolled in, and in good academic standing at a full-time program at an institution of higher education, is making satisfactory progress toward receipt of a baccalaureate or graduate degree; and has completed at least one year of the undergraduate program. Post-Secondary Students MUST have more than one year remaining in their baccalaureate or graduate program.
Students enrolled (must provide academic transcripts) in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges) advanced degree programs. Note: You must provide sufficient transcripts and a proof of enrollment that reflects your current enrollment and a verification of Fall, 2026 enrollment. Applicants can be selected at GS-05 grade level. The target grade of this position is 11.

You may qualify at the GS-05 level, if you fulfill the following qualification requirement:

Have one year of experience in the same or similar work equivalent to at least the next lower grade level (GS-04) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Maintaining records and logs, by computer entry, for funds authorized, commitments, obligations, transfers of funds by program and 2) Researching issues and advising the Team Leader regarding their financial/budgetary impacts on various Programs.

OR

Have completed four (4) academic years of post-high school leading to a bachelor's degree or equivalent degree.

OR

Have the specialized experience as described in A, but less than one year; and I have successfully completed post-high school education as described in B, but less than the required four years. I have computed the percentage of the requirements that I meet, and the total is at least 100%. The percentages will be computed by first determining the total qualifying experience as a percentage of the experience requirement; then determining education as a percentage of the education requirement; and then adding the two percentages. The total percentages must equal at least 100 percent. Note: You must attach a copy of your transcripts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
