Duties

Help

  • Implements financial management directives from Office of Management and Budget (OMB), Government Accountability Office (GAO), U.S. Department of the Treasury, or other based on Chief Financial Officer (CFO) policies and guidelines, which relate to agency-wide financial management systems and critical business system interfaces. Coordinates with central and other Federal agencies regarding all matters that pertain to core accounting systems and financial systems development, implementation and integration.
  • Directs and/or monitors GSA-wide and CFO-specific financial management systems development activities including requirements definition, conceptual design, detail design, and development as well as associated software, hardware, communications, acceptance testing, and documentation activities.
  • Provides technical systems expertise to the CFO as well as other senior management officials in support of CFO responsibilities to develop and enhance financial management systems. Technical assistance extends to hardware, software, data communications, cost-benefit analyses, requirements analyses, system specifications and the technical review, evaluation and acquisition of commercial vendor products to meet specific financial systems requirements. 
  • Directs financial management studies and surveys to assist staff in the design, implementation and improvement of their financial and mixed management information systems. Reviews systems development proposals for completeness, cost effectiveness, and conformance to policy and standards, and recommends and/or negotiates changes.
  • Serves as the Director of the Digital Finance Infrastructure Development Division, provides day-to-day guidance and direction to Divisional programs, projects, customers, and staff. Responsibilities include assigning and evaluating work, managing performance, resolving issues, interviewing, recommending hiring, promotion or reassignment actions, as well as identifying employee training and developmental needs.

The GS-15salary range starts at $150,359per year (depending on your location).  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Specialized experience is experience that demonstrates expertise in four or more of the following: 

  • Managing financial management systems development activities,

  • Professional accounting and technical guidance,

  • Translating agency financial directives into policy,

  • Applying systems development lifecycle methodologies,

  • Conducting cost-benefit and requirements analyses,

  • Designing strategic financial management development roadmaps,

  • Utilizing supervisory principles to develop a technical workforce.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Ability to translate agency directives into actionable agency-level policy, processes, and systems requirements.
  2. Knowledge of systems development lifecycle (SDLC) methodologies, including requirements definition, design, testing, and implementation phases for financial and mixed systems.
  3. Ability to conduct cost-benefit analyses, requirements analyses, and technical evaluations of vendor products and systems development proposals.
  4. Ability to design and execute financial management studies and systems surveys to identify gaps, inefficiencies, and improvement opportunities and evaluate systems development proposals against policy.
  5. Knowledge of supervisory and human resources management principles, including performance management, EEO, and employee development frameworks in order to coach, counsel and develop a technical workforce.
