Duties

Help
  • Analyze, advise on, and recommend solutions to budgetary, manpower, civilian personnel, and policy issues/problems in all phases of administration, from planning to execution.
  • Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Explain work requirements, methods and procedures.
  • Financial Management Administration: Provides oversight regarding fiscal law and policy, risk analysis, civilian pay issues, budget and program matters.
  • Advise, justify, defend, and brief resource strategy to the Brigade Commander and Army Corrections Command staff.
  • Budget Execution: Responsible for execution of ACC’s budgets. Analyze trends in fund utilization and reconcile status of funds reports. Recommends major reprogramming of funds.
  • Budget Programming and Formulation: Develop and prepare organizational multi-year budget schedules. Review and identify imbalances between monetary and manpower guidance. Alert leadership of potential and/or actual funding shortfalls and concerns.
  • Fund Control: Establish and maintain financial management procedures for continual review and monitoring of funds allocated and expended to preclude any over-obligation of funds.

  • This is a Financial Management Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Employee is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Disclosure Report upon entering the position and annually.
  • Employee must be able to pass a Criminal History Background Check. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
  • Temporary Duty (TDY) business travel may be required approximately 10% of the time.
  • IAW The Prison Rape Elimination Act, the MCC may not hire or promote anyone who may have contact with inmates, has engaged in sexual abuse in a prison, jail, lockup community conferment facility, juvenile facility, or other institution.
  • This position requires the employee to undergo screening for tuberculosis prior to entry on duty and annually thereafter.
  • Personnel who enter the Military Corrections Complex consent to inspection of their person and property, including their vehicle, at any time their property or vehicle is within any area under the control of the ACC property.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall possess a high degree of maturity and emotional stability.
  • Department of Defense Instruction, Number 1325.07 states all confinement facility personnel shall have no civilian felony convictions or court-martial convictions for any offense with a maximum authorized sentence to confinement of over one year.
  • This position requires the employee to complete the Army Corrections Command (ACC) Pre-Service Training upon employment and complete a minimum of 40 hours of training annually thereafter.
  • Pre-Service training emphasizes the responsibilities of each individual to maintain security and control of inmates, appropriate staff, inmate interaction and understanding the rules of inmate conduct.
  • The incumbent of this position will comply with all provisions of the 15th MP BDE Regulation 190-3, Rules of Conduct and ACC Policy Letter #17, Standards of Conduct.
  • Violation of either regulation may result in denial of security/access badge, be subject to disciplinary action under civilian personnel regulations or criminal prosecution under 18 USC 1791 or other applicable Federal or state laws.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes (1) advising senior-level management on the direction and allocation of resources; (2) analyzing financial/budgetary problems affecting programs to develop alternative resource decisions or reprogramming of funds; (3) utilizing web-based financial/accounting management systems to prepare detailed budget reports; and (4) reviewing higher level changes in policies and revising organizational policies or procedures to meet new requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
