Duties and Responsibilities:

Program and Partnership Management 25%

  • Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services
    or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
  • Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
  • Develops and implement policies, procedures, and organizational tools to ensure program success.
  • Perform other related duties as assigned.
Technical and Data Management 25%
  • Serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed.
  • Serve as liaison between technical and clinical staff by translating requirements and facilitating discussions that positively impact the outcome.
  • Create, integrate, disseminate, and manage data for all enterprise applications, processes and entities requiring timely and accurate data delivery.
  • Enable healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
  • Ensure clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.
  • Perform observational studies and techniques to see how people interact with devices, products, and systems.
  • Evaluate, document, analyze, prioritize, and recognize requirements for the improvement of the EHR and other systems in collaboration with the end-user.
  • Perform other related duties as assigned.
Education and Change Management 25%
  • Provide communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts;
    includes communication among all stakeholders through each level of the organization, to facilitate and support change.
  • Establish effective clinical and administrative systems, optimize through testing, and integrates standardized workflow processes through education and training of staff, thereby enhancing lifelong learning.
  • Develop educational handouts, administers computer-based learning modules and other training vehicles, and provides formal and informal in-services to facility staff on the various software packages utilized at their facility.
  • Perform other related duties as assigned.
Managerial & Supervisory Responsibilities 25%
  • Supervises a staff of Informaticist employees to accomplish the work of the health informatics office.
  • Exercise supervisory authorities and responsibilities involving work assignments and reviews and approve or reject daily and long-range work requirements.
  • Recommend awards or bonuses for personnel, approves annual and sick leave requests, and recommend personnel for retention, promotion, and/or disciplinary actions.
  • Assigns, reviews, and approves work and evaluates employee performance.
  • Perform other related duties as assigned.

Grade Determinations: Supervisory Program Analyst (Informatics) GS-13

Specialized Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst - Informatics. Qualifying specialized experience includes determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.

Preferred Experience:
  • Experience supervising or leading a team, including assigning work, evaluating performance, and supporting staff development.
  • Demonstrated ability to develop and implement operational workflows and process improvements across departments.
  • Experience managing multiple concurrent projects, including developing timelines, tracking deliverables, and communicating status to stakeholders.
  • Experience designing, maintaining, and optimizing relational database systems with knowledge of data integrity best practices.
  • Proficiency in writing, optimizing, and troubleshooting SQL queries for reporting and data analysis; experience with SQL-based reporting tools or enterprise data systems preferred.
  • Strong analytical skills with experience evaluating program effectiveness, identifying gaps, and recommending data-driven solutions.
  • Ability to synthesize complex data and present findings clearly to both technical and non-technical audiences.
  • Experience supporting education, training, or change management initiatives related to health information technology or clinical systems.
  • Ability to serve as a liaison between clinical and technical staff, translating workflow requirements and facilitating cross-functional decision-making in a healthcare or clinical operations environment

The full performance level of this vacancy is GS-13.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special clothing or equipment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
