Duties

Help

  • Plans, organizes, and directs the activities of 1 Special Operations Force Support Squadron, ensuring geographically separated Child Development and Youth Programs comply with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities across geographically separated Training and Curriculum Specialists within Child and Youth Programs.
  • Determines, develops, arranges for, conducts, and oversees individual and program-wide training needs in early childhood and youth development and related activities for all child development center staff, family child care providers, school-age program staff, youth program staff and volunteers, management, administrative staff, custodial contractors, food service staff, and staff working in any unique settings for children.
  • Represents installation and functional area organizations. Establishes, develops, and maintains effective working relationships with installations Family Advocacy, Medical Advisors, Fire, Safety and Health at 3 different locations.
  • Develop local special needs supports based on flight wide needs. Act as lead on behalf of the Child and Youth Flight to chair the required Medical Advisor and team of experts to review each special need request for care.

  • This position is involved with child and youth programs and is subject to required background checks in accordance with public law and DoDI. To include but not limited to a National Agency Check, State Check and Local Record Check.
  • A 4-year degree required from an accredited college in child development, early childhood education, education or related field. Must complete additional training requirements including Cardiopulmonary Resuscitation (CPR) cont..
  • cont.. and First Aid Certification and remain current during time of employment
  • May occasionally be required to work other than normal duty hours to include nights and weekends.
  • The work requires the employee to drive a motor vehicle to visit Centers and Family Child Care homes across two separate counties. An appropriate, valid driver's license is required for the position
  • This position has the ultimate responsibility for programs meeting the National Association for the Education of Young Children (NAEYC) and Coalition of Accreditation for School Age accreditation criteria and cont..
  • cont.. DoD Child Development and Youth Program Certificate standards. Must meet the requirements to be a validator for NAEYC
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use
  • This is a supervisory position; a one-year supervisory probationary period is required; must be able and willing to assume a lead/supervisory position.
  • Positions in non-foreign locations may be eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You MUST submit a copy of your transcripts.


OR
COMBINATION OF EDUCATION AND EXPERIENCE--Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. The education must have been in Child Development or Early Childhood Education. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

FOR CONSIDERATION AT THE GS-11 LEVEL:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of public law, AF Policy, DoD directives, National Organizations concepts, principles, norms, theories, and practices relating to early childhood development encompassing infant through school-age youth. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments. Skill in developing curricula which supports physical, emotional, social, cognitive development, and identifying children with special needs. Skill in developing, adapting, and providing training to staff members, family child care providers, and parents as well as food service and custodial staff.

OR
EDUCATION:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The education must have been in Child Development or Early Childhood Education. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FOR CONSIDERATION AT THE GS-12 LEVEL:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes, plans and schedules work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

  • One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
  • One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS11:
1. Knowledge of public law, AF Policy, DoD directives, National Organizations concepts, principles, norms, theories, and practices relating to early childhood development encompassing infant through school-age youth.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments.
6. Skill in developing curricula which supports physical, emotional, social, cognitive development, and identifying children with special needs. Skill in developing, adapting, and providing training to staff members, family child care providers, and parents as well as food service and custodial staff.

GS12:
1. Knowledge of public law, AF Policy, DoD directives, National Organizations concepts, principles, norms, theories, and practices relating to early childhood education and youth development. Ability to develop meaningful program services and establish criteria for developmentally appropriate child curriculum, materials and equipment to promote the physical, social, emotional, and intellectual growth of children at various ages and needs.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Knowledge & education in developing curricula which supports physical, emotional, social, cognitive development, and identifying children with special needs.
4. Skill in developing, presenting, adapting, and providing training to staff members, family child care providers, and parents as well as food service and custodial staff.
5. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments.
6. Ability to communicate, both orally and in writing, to resolve problems or answer questions relating to work.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
