Duties

Help

  • Evaluates and monitors civil engineering service contracts and maintains documentation of contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP).
  • Determines emergency action and advises the contractor, through coordination with base Contracting Office, of work which needs to be performed which is subject to separate negotiations.
  • QA representative to ensure quality performance. Coordinates
  • Prepares budgeting and financial documentation of the Civil Engineering Operations contract and purchases.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the full range of principal's concepts and methodology related to a wide variety of service contracts and quality assurance, and considerable skills in applying this knowledge to the planning and accomplishment of the work assignments. Service contracts include, but are limited to, grounds maintenance, custodial, refuse, elevator maintenance, water treatment, fire suppression systems, auto lifts, pop up barriers, etc.

EDUCATION: EDUCATION:
Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of all trades, and crafts associated with civil engineering maintenance and environmental engineering- functions and to possess the Ability to plan, organizes, and - reprioritizes - work to meet changing deadlines as they apply to civil engineering functions.

2. Knowledge of and the ability to recognize common occurring civil engineering technical maintenance problems and the skill to effectively advise civil engineering management and the contractor or who to contact for resolution.

3. Skill in analyzing and. interpreting engineering drawings, technical manuals, and technical data to include the ability to provide the most effective related information both orally and in writing.

4. Knowledge of quality assurance/control concepts, principles, practices, methodology, and skill to plan, develop, and implement quality assurance surveillance plans to evaluate the contractor's compliance to contractual quality requirements in a broad range of service contracts. Knowledge of the software program AutoCAD and GIS is desirable.

5. Ability to collect data, interpret specialized documentation and descriptions, conduct and record surveys and inspections, and analyze and evaluate findings to make decisions/recommendations.

6. Ability to monitor budgets and inventories required to support and maintain the program/contracts assigned.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
