Summary

This position is located in U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO). This position is a leadership role as Chief of the Network Security Branch within the Cybersecurity Infrastruction Division of the Cybersecurity & Privacy Operations Center (CPOC). This position is critical role in safeguarding the USDA's enterprise network by controlling data traffic and ensuring identifying and preventing network security threats.

Duties

Help
  • Assist in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources.
  • Coordinate with Cyber Defense Analysts to manage and administer the updating of rules and signatures.
  • Perform system administration on specialized cyber defense applications and systems or Virtual Private Network (VPN) devices, to include installation, configuration, maintenance, backup, and restoration.
  • Document and address organization's information security, cybersecurity architecture, and systems security engineering requirements throughout the acquisition life cycle.
  • Perform security reviews, identify gaps in security architecture, and develop a security risk management plan. Analyze candidate architectures, allocate security services, and select security mechanisms.
  • Provide recommendations for possible improvements and upgrades.
  • Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully.
  • Provide advice on project costs, design concepts, or design changes.

Qualifications

BASIC REQUIREMENTS:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

At the GS-14 level: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 or equivalent to the GS-13, or its non-Federal equivalent which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is Overseeing the testing, implementation, deployment, maintenance, and administration of network security the infrastructure hardware and software and directly managing cybersecurity projects. Ensuring that the stakeholder security requirements necessary to protect the organization's mission and business processes are adequately addressed in all aspects of enterprise architecture including reference models, segment and solution architectures, and the resulting systems supporting those missions and business processes. Directly manages cybersecurity projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
